ANNEX I
REFERENCE GLOBAL WARMING TRAJECTORY
The values of the reference global warming trajectory referred to in Article 4 are defined as increases in multi-decadal global average surface temperature of 1,5 °C by 2030, 2 °C by 2050 and 3 °C by the end of the 21st century, relative to pre-industrial levels (defined as the average over the 1850–1900 period).
ANNEX II
CONTENT OF THE CLIMATE RISK ASSESSMENTS PURSUANT TO ARTICLE 5
1.Identification of major climate risks across at least a near, medium and long-term timeframe, based on at least the following:
(a)relevant current and future climate hazards;
(b)several climate change scenarios, including the reference global warming trajectory set out in Article 4;
(c)extremes, tail risks and tipping points;
(d)exposure and climate vulnerability of the systems affected;
(e)systemic climate risks, including transboundary, cascading and compounding climate risks;
(f)the policy areas affected, including at least those of Union-wide relevance for climate resilience set out in Annex III;
(g)description of how people in vulnerable situations and communities disproportionately affected by climate risks have been taken into consideration;
(h)description of how regions and territories disproportionately affected by climate risks have been taken into consideration;
(i)the climate risks identified and their severity.
2.Evaluation of the urgency of each identified major climate risk, based on an analysis of the extent to which current and planned policy actions will be able to manage each those risks, taking into account the policy horizon, readiness and policy risk ownership.
3.Identification of options for policy action for each major climate risk identified, based on:
(a)synergies with other relevant policies and processes;
(b)the effectiveness and efficiency of each option under the reference global warming trajectory set out in Article 4 and under other climate projections, including by stress testing of the options in more adverse climate projections;
(c)the level of residual risk for each option.
ANNEX III

7.Description of how people in vulnerable situations and communities disproportionately impacted by climate risks have been taken into consideration;
8.Description of how regions and territories disproportionately impacted by climate risks have been taken into consideration;
9.Assessment of consistency of the strategic plans with other Union strategies and plans including those which are relevant to the policy areas of Union-wide relevance for climate resilience listed in Annex III;
10.Assessment of consistency of the national strategic plans with the Union strategic plans referred to in Article 6 and other relevant national strategies and plans, including those which are relevant to the policy areas of Union-wide relevance for climate resilience listed in Annex III and, where appropriate, the national strategic plans of the neighbouring Member States referred to in Article 8;
11.Investment needs, indicative sources of financing and measures for the implementation of the plan.
Section 2
Policy area planning

(a)the timeframe for their achievement;
(b)progress monitoring indicators.
13.Based on the reference global warming trajectory referred to in Article 4, a description of the measures to achieve the objectives and targets set out under point 11 and to address major climate risks identified, (i) with respect to the Union strategic plans referred to in Article 6, in the European climate risk assessment referred to in Article 5(1) and, (ii) with respect to national strategic plans referred to in Article 7, in the national climate risk assessments referred to in Article 5(2), setting out for each measure, the following:
