COUNCIL DECISION (EU) 2026/1510
of 11 May 2026
on the signing, on behalf of the Union, and provisional application of the Political, Economic and Cooperation Strategic Partnership Agreement between the European Union and its Member States, of the one part, and the United Mexican States, of the other part
THE COUNCIL OF THE EUROPEAN UNION,
Having regard to the Treaty on the Functioning of the European Union, and in particular Article 91(1), Article 100(2), Article 207(4), first subparagraph, and Article 209(2), in conjunction with Article 218(5), thereof,
Having regard to the proposal from the European Commission,
Whereas:

On 4 May 2016, the Council authorised the Commission and the High Representative of the Union for Foreign Affairs and Security Policy to open negotiations and negotiate the modernisation of the Economic Partnership, Political Coordination and Cooperation Agreement between the European Community and its Member States, of the one part, and the United Mexican States, of the other part (1). The negotiations were successfully concluded on 17 January 2025. |

Therefore, the Political, Economic and Cooperation Strategic Partnership Agreement between the European Union and its Member States, of the one part, and the United Mexican States, of the other part, (the ‘Agreement’) should be signed. |

The objective of the Agreement is to establish a strengthened strategic partnership, reinforce political dialogue, and deepen and enhance cooperation on issues of mutual interest. The Agreement also aims to foster increased and sustainable trade and investment between the Parties by expanding and diversifying their economic and trade relations and by creating new opportunities for workers and businesses alike, in particular small and medium-sized enterprises, while contributing to the promotion of sustainable development in its economic, social and environmental dimensions. |

Certain provisions of the Agreement should be applied on a provisional basis, pending its entry into force, in accordance with Article 2.5 of Part IV thereof. |

The signing of the Agreement on behalf of the Union does not affect the allocation of competences between the Union and its Member States. This Decision should not be interpreted as making use of the possibility for the Union to exercise its external competence with regard to areas covered by the Agreement falling within shared competence to the extent that such competence has not yet been exercised internally by the Union. |

The Agreement, in accordance with Article 2.11 of Part IV thereof, does not, within the Union, confer rights or impose obligations on persons other than those created between the Parties under public international law. The Agreement therefore cannot be directly invoked before the courts of the Union or of the Member States, |
HAS ADOPTED THIS DECISION:
Article 1
The signing on behalf of the Union of the Political, Economic and Cooperation Strategic Partnership Agreement between the European Union and its Member States, of the one part, and the United Mexican States, of the other part (2), (the ‘Agreement’) is hereby authorised, subject to the conclusion of that Agreement.
Article 2
1. The following parts of the Agreement shall be applied on a provisional basis, in accordance with Article 2.5 of Part IV of the Agreement, and subject to the notifications provided for therein, pending its entry into force, without prejudice to the competences of Member States in the relevant areas:

in Part I: Articles 1 and 2; |

(b) |
in Part II:
|

(c) |
in Part IV: Chapters 1 and 2, to the extent necessary to implement the provisions of Parts I and II that are applied on a provisional basis. |
2. The date from which the above parts of the Agreement are to be applied on a provisional basis shall be published in the Official Journal of the European Union.
Article 3
This Decision shall enter into force on the date of its adoption.
