Annex

The following operational and technical requirements shall apply for initial, advanced and optimal maturity levels:

Maturity levels

Operational and technical requirements

Initial maturity level

1.Users: More than 50% of the total number of users of critical communication defined by a Member State are connected to and using the Member State critical communication broadband system.

2.User services: Use of mission-critical compliant applications, services and devices, with focus on information exchange and shared situational awareness.

3.Coverage: Mobile networks cover at least 70% of the Member State’s land territory. Rapidly deployable communication tools and systems are deployed within three days.

4.Operations: Information exchange and shared situational awareness for operations.

5.Resilience: 8 hours backup power for the radio access network and redundant backhaul.

6.Security: Standardised protocols and cryptographic security.

7.Spectrum: Shared spectrum with mission-critical users having priority.

8.Devices: Fit-for-purpose, including quality of service, priority and pre-emption.

Advanced maturity level

1.Users: All users of critical communication defined by a Member States use the Member State system.

2.User services: Use of mission-critical specific applications.

3.Coverage: Mobile networks cover at least 80% of the Member State’s land territory.

(1)Rapidly deployable communication tools and systems are deployed within two days.

(2)Satellite direct to device communication is integrated in the Member State’s system.

4.Operations: Response enhanced by AI decision support and automatic language translation tools.

5.Resilience: Advanced backup power.

6.Security: Advanced, including post-quantum cryptography.

7.Spectrum: Shared spectrum with mission-critical users having priority.

8.Devices with new functionalities, for example with augmented and virtual reality.

9.Supply chain: Use of a trusted ICT supply chain.

Optimum maturity level

1.Users: All users of critical communication use the Member State system.

2.User services: Use of evolved applications, using innovative devices beyond smartphones.

3.Coverage: Mobile networks cover at least 90% of the Member State’s land territory and 95% of the population. Rapidly deployable communication tools and systems are deployed within one day.

4.Operations: Use of support tools for predictive and automated response.

5.Resilience: Redundancy ensured by diversity of access.

6.Security: Post-quantum capable. Quantum key distribution.

7.Spectrum: Shared spectrum with mission-critical users having priority and dedicated spectrum.

8.Devices: Terminals interoperable, supporting common services for shared situational awareness and response.

9.Supply chain: Use of a trusted ICT supply chain.
