  This report reviews the existing evidence of economic benefits generated from Marine Protected Areas (MPAs) and other Spatial Protection Measures (SPMs) to fisheries, maritime tourism and other blue economy sectors in Europe. It also identifies and critically analyses studies which have attempted to compare costs and benefits of MPAs and SPMs, and collates and synthesises research and known case studies about so-called 'de facto refuges'. It does not provide a detailed review of the costs of MPAs and SPMs. MPAs are designated to provide protection for marine species and habitats while SPMs, as understood in this review, include other spatially explicit measures not necessarily designated for conservation purposes that can be of a temporal or permanent nature. De facto refuges are areas where access and activities are restricted for reasons other than conservation or natural resource management, for example for security reasons. The review focuses, in falling order of relevance, on evidence from Europe, its Overseas Countries and Territories (OCTs) and Outermost Regions (ORs) and from geographically transferrable areas elsewhere around the world. To the extent that relevant evidence has been identified from elsewhere, this has been included primarily to provide context. The review focusses on high quality evidence demonstrating blue economy benefits – evidence which only infers economic benefits based on environmental evidence is not included. Further details about the scope of this literature review are outlined in Chapters 2 and 3.

  The research project EFIResources: Resource Efficient Construction towards Sustainable Design supports European policies related to the efficient use of resources in construction. Its major goal is the development of a performance based approach for sustainable design, enabling to assess the resource efficiency of buildings, throughout the complete life cycle. The proposed approach aims at the harmonization between structural design and sustainability design of buildings, in order to enable an easier integration of structural and sustainability criteria in the design process, thus coping with the basic requirements for construction works of the Construction Products Regulation. In the structural design of buildings, the effect of loads on a structural member is compared with a reference value, in terms of either ultimate resistance (ultimate limit state) or admissible deformation (serviceability limit state) and safety is ensured when the load effect is lower than the reference value. Analogously, in the proposed approach for sustainable design, the life cycle environmental performance of a given building is compared with a reference value or benchmark, represented by the average value of the life cycle environmental performance of the stock of buildings, in a given area. In this case, the environmental performance of the building being assessed should be lower than the reference value to ensure a better environmental solution. The proposed approach has a twofold achievement: (i) by providing a benchmark for the environmental performance of buildings, it enables an easier interpretation of the performance of any given building and the identification of best practices, thus motivating the pursuit of measures leading to an enhanced building performance; (ii) the introduction of benchmarks for the environmental performance of buildings, which should to be updated over time, strives towards an effective reduction of the use of resources and relative environmental impacts in the building sector, so that the targets foreseen by the EU may become tangible in a realistic horizon of time. The performance based approach for sustainable design is fully described in this report, including the definition of a set of benchmarks for residential and office buildings.

  The collaborative economy has experienced rapid growth and development in Europe in the past years. It offers new opportunities leading to more choice and lower prices for consumers and allows citizens and entrepreneurs to offer services either on an occasional basis or professionally, contributing to growth and jobs in Europe. The rapid development of the collaborative economy in Europe has also raised questions, inter alia as regards consumer and employee rights and the application of existing legislation. In its Communication on “A European Agenda for Collaborative Economy”, issued in June 2016, the European Commission announced that it would continuously review developments in the European collaborative economy. This second Eurobarometer survey on the collaborative economy is part of this review. It seeks to shed light on citizens’ perceptions, attitudes and practices in relation to collaborative platforms and the services offered via those platforms, and follows a first Eurobarometer survey on collaborative platforms that was conducted in March 2016. The first chapter of this report provides an overview of the European Union citizens’ awareness and frequency of use of collaborative platforms, their assessment of the advantages and disadvantages of using such platforms, and the impact of these platforms on their behaviour with respect to the purchasing of services. The second chapter focuses on the use of collaborative platforms to provide services in EU countries, focusing on the frequency with which providers offer services via these channels, their reasons for doing so, and the reasons why some service providers do not use these channels. Finally, the third chapter examines the profiles of respondents as users, providers, or both users and providers of services via collaborative platforms. This survey was carried out by TNS Political & Social network in the 28 Member States of the European Union between the 23rd and the 30th April 2018. Some 26,544 respondents from different social and demographic groups were interviewed via telephone (landline and mobile phone) in their mother tongue on behalf of the European Commission, Directorate-General for Internal Market, Industry, Entrepreneurship and SMEs. The methodology used is that of Eurobarometer surveys as carried out by the Directorate-General for Communication (“Media monitoring, media analysis and Eurobarometer” Unit).
