  The Joint Research Centre is developing an inventory of future emerging technologies relevant to energy supply, as part of the Commission's internal Low Carbon Energy Observatory project, a key element is consultation with external experts, addressing both those with in-depth experience in specific fields and those with a broad perspective on relevant science and engineering aspects. The LCEO Workshop held 1 December 2016 was the first step in this process, bringing together a group of 20 experts from European and international universities and research organisations, as well as several JRC experts. The programme targeted photovoltaics, thermo-electric concepts, fuel cells and biofuels. The participants, organized in two working groups: “Fuels” and “Photovoltaics”; identified a set of FETs and discussed about different aspects of these technologies: potential, challenges, applications and assessed their technology readiness level (TRL). This document summarises the outcome of the discussions in order to facilitate its use by the European Commission policy makers and the scientific community in general.

  Climate change is one of the most serious challenges facing our world today. Our planet is experiencing significant and accelerated climate change that began over a century ago. Most scientists agree that the planet is warming up faster than ever because of the vast amount of greenhouse gases that humans are pumping into the atmosphere. This includes activities such as burning fossil fuels (coal, oil and gas), driving cars and cutting down forests. Many of us have seen – and even experienced – the effects of climate change. But it is not just about extreme weather like floods, droughts and hurricanes. Slower and less noticeable changes in our climate have the potential to completely alter the way we live. The good news is that in Paris in December 2015, 195 countries (practically the whole world) agreed the first ever legally-binding global deal to tackle climate change. In the EU and around the world, governments, companies and individuals are already working to tackle its causes and adapt to the changes it brings. We all have a part to play because climate change is a global problem which can affect each one of us. We all share one planet and the changes we make in one place can affect others far away. You could say our behaviour makes a lasting impression, like a footprint. So, through our actions and choices, each one of us can take steps to leave smaller footprints and help tackle climate change.

  The Joint Research Centre (JRC) of the European Commission organised a workshop under the umbrella of its Exploratory Research Programme. The Workshop titled: 'Safer Li-ion batteries by preventing thermal propagation?' was held at the Directorate C-Energy, Transport and Climate in Petten on 8-9 March 2018. The workshop offered a platform where leading experts exchanged ideas and research efforts on thermal propagation testing, new methodologies, policy and standardisation issues and brain-stormed on the potential impact of preventing thermal propagation on the safety testing landscape. The input of some of the major stakeholders from industry and research to this event proved very participative on the relevant technical issues discussed, and on the identification of improvements of existing testing methodologies and mitigation strategies. This technical report presents a summary of the main discussion points, conclusions and outcomes of the workshop as agreed by their presenters.

  Globalisation and technological change are transforming our lives at unprecedented speed, creating a wealth of new opportunities for Europe’s economy, businesses and citizens. Countries can produce more for less by specialising in what they do best and exploiting economies of scale in global markets. And it is not only large companies that benefit from this process. 80 % of European exporters are small and medium-sized enterprises (SMEs) and every 1 billion euro of exports supports 14 000 jobs. Nevertheless, these benefits are neither automatic nor evenly distributed. The costs are often localised and some industries and regions are especially affected. The demand for skilled labour has increased but the number of jobs for those with lower level qualifications has shrunk, particularly in manufacturing. Displaced workers struggle to find jobs, especially when this means acquiring new skills. The divide between more and less advanced regions risks widening, unless the necessary mechanisms are in place to promote high quality education, training and lifelong learning. In 2016, the European Commission launched a New Skills Agenda for Europe to improve skills and keep pace with the changing needs of the labour market and society. The Blueprint for sectoral cooperation on skills brings together businesses, trade unions, education and training institutions and other stakeholders to develop skills strategies and solutions to help specific sectors grow, innovate, create high quality jobs and contribute to Europe’s prosperity. The initiative is well underway. Following a successful pilot phase launch in 2017, the selected projects started work in January 2018. The Commission is now going ahead with Wave II of the Blueprint and, based on proposals by sectoral services, has selected additional sectors. They are construction; steel; the paper-based value chain; green technology and renewable energy; additive manufacturing; and maritime shipping. In this report, we set out an updated process for developing a Blueprint for sectoral cooperation on skills and present challenges and opportunities facing the sectors approved for Wave II.

  Following the completion of a study on Strategies for Joint Procurement of Fuel Cell Buses in June 2016, the FCH JU commissioned follow-on work to continue the coordination of procurement clusters and to plan the next wave of fuel cell bus deployment across Europe. The overarching vision behind this project was to support on-going efforts to reduce fuel cell bus costs to a level at which the need for subsidy is eliminated by stimulating demand for around 1,000 vehicles across Europe. To achieve this objective, the cluster coordinators sought to work with bus suppliers and customers to overcome the impasse of OEMs waiting for large orders before reducing costs and public transport authorities waiting for economic fuel cell buses before placing large orders. The specific objectives of the cluster coordinators included: - Support the on-going procurement activity for coordinated purchase of fuel cell buses in the UK, Germany / Northern Italy, France / Southern Europe, and Northern / Eastern Europe. - Initiate new procurement exercises in further European regions and cities. - Increase the number of cities participating in each cluster and support each partner in developing plans for fuel cell bus deployment. - Develop strategies for financing many hundreds of buses beyond the current subsidised phase.

  ICF, SQ Consult and VITO were commissioned in January 2016 to review the operation of the ‘New Entrant Reserve’ (NER) 300 Programme (“the Programme”) as operated through two calls for projects in 2011 and 2013 and to identify lessons for any further operation. There are two main objectives to the study: - First, to review how the modalities of the NER 300 Decision have performed to date, by looking in detail at the implementation and operation of the NER 300 Programme; and - Second, to investigate and compare these current modalities against alternative modalities, where possible, identifying lessons learnt that might inform alternative approaches to the programme. Lessons learnt have been identified in relation to: - Effectiveness – lessons designed to improve the achievement of the Programme in meeting the objectives of the NER 300 Programme; - Efficiency – lessons designed to improve the cost-effectiveness of the Programme, considering the use of alternative / complementary financial instruments and scope to improve the efficiency of programme implementation; - Coherence – lessons for improving the consistency and complementary of the Programme with other EU/MS policy measures.
