Study on the participation of and impact on least favoured groups of cohesion policy in Romania

There are almost four years since Romania, as member of European Union, started a new way towards modernization, applying one of the most important European policies supporting the economic and social development: the Cohesion Policy. This policy, financed from the Structural Funds and the Cohesion Fund has as main goal to promote the harmonious, balanced and sustainable development of the Community. European cohesion policy is about solidarity and about economic progress. It is also the policy which has improved the quality of many public administrations in the Union, by introducing an... evaluation culture, stimulating strategic thinking, supporting partnership and co-operation, improving accountability and transparency. The inclusion of the Roma Community in the European societies and the improvement of their living conditions are considered an objective to which the European Commission dedicated expertise and financial resources. More specifically the structural funds were assigned – amongst others – the goal to improve the quality of life of individuals and group of people that are at risk of exclusion. The report has got – per the technical specification – two main objectives: to understand how much is Roma community participating to the implementation of structural funds programs and how much are structural funds likely to positively impact the life of Roma communities; to identify some good and interesting cases from which to learn. The report starts from as assessment of the Romanian and European legislative framework and policies. Then we provide a review of the situation of the Roma population living in Romania by considering the geographic distribution, their mobility for living outside Romania, the level of life satisfaction, the social capital, the performance in the labour markets and the income.
