This report intends to outline the way in which end users receive an IP (Internet Protocol) address. The main purpose for this report is to give a factual overview of the way users connect to the internet using an IP address. The IP address and its properties are subject of many debates in relation to user privacy. The report aids the debate on the online privacy of European citizens, by providing a descriptive, objective and factual background to the technology involved in allocating and using IP addresses and steering away from any policy conclusions that could be drawn from this. Internet... addresses were invented in the era of the first internet networks. Initially they were research networks used by American universities to connect to computing resources on each other‘s campuses.
