Overview on the instrument for pre-accession assistance (IPA) activities and results in the Western Balkans and Turkey : 2007–2014
This booklet intends to show the impact of EU funds in the Western Balkans and Turkey over the past seven years. Financial assistance is a powerful tool in accompanying policy making for EU enlargement, as the case studies here make clear. The EUR 11.5 billion Instrument for Pre-accession Assistance (IPA) was created in 2006 to cover the period 2007–2013. The beneficiaries were Albania, Bosnia and Herzegovina, Croatia, the former Yugoslav Republic of Macedonia, Iceland, Kosovo, Montenegro, Serbia, and Turkey. Its successor, IPA II, builds on past results, dedicating an additional EUR 11.7... billion for the new financial period 2014–2020. As implementation for the 2014–2020 period begins, it is important to look back at the achievements, results and lessons learnt over the past seven years. The activities covered by this booklet were programmed during 2007–2013 and implemented during the 2007–2014 period. However, not all the funds have been disbursed yet, and implementation continues for some of the activities programmed.
