  This midterm review takes stock of the progress since the launch of the EU framework for national Roma integration strategies (NRISs) in 2011. It is based on data on how the situation of Roma have changed and input from national authorities, civil society and other partners. The review confirms the added value of the framework, the relevance of EU Roma integration goals and the continued need for a combination of targeted and mainstream approaches. The most important improvements prompted by the EU framework include:  the commitment to addressing Roma integration as a priority at European and national levels  structures for cooperation and coordination among Roma inclusion stakeholders  the development, implementation and monitoring of national strategies and integration measures, and  the mobilisation and alignment of legal, policy and funding instruments to fight discrimination and promote Roma inclusion With the development of the necessary structures, the conditions are in place to make a difference in the life of Roma. As regards real change in the situation of Roma between 2011 and 2016, however, it is clear that five years is too short a period to undo centuries of discrimination and deprivation. Progress is visible mainly in the area of education; in particular, the growing participation of Roma children in early childhood education and care points to strong potential for their later development. On the other hand, early school-leaving and poverty risk among Roma, though declining, are still far too high. The growing proportion of young Roma who are not in education, employment or training (NEET) is an alarming signal that translating results in education into employment and other areas requires a more effective fight against discrimination. The review also identifies key priorities for Member States to address and ways to strengthen the EU Framework for NRIS.

  For the fifth year in a row, Europol has produced the Internet Organised Crime Threat Assessment (IOCTA). The aim of this Assessment is to provide a comprehensive overview of the current, as well as anticipated future threats and trends of crimes conducted and/or facilitated online. While current events demonstrate how cybercrime continues to evolve, this year’s IOCTA shows us how law enforcement has to battle both innovative as well as persistent forms of cybercrime. Many areas of the report therefore build upon previous editions, which emphasises the longevity of the many facets of cybercrime. It is also a testimony to an established cybercrime business model, where there is no need to change a successful modus operandi. The report also highlights the many challenges associated with the fight against cybercrime, both from a law enforcement and, where applicable, a private sector perspective

  The current EU Adaptation Strategy was published in April 2013. As indicated in the Strategy, in 2017 “the European Commission will report to the European Parliament and the Council on the state of implementation of the EU Adaptation Strategy, and propose its review, if needed”. Hence, to assess and measure progress made since 2013 and to assess if revision of the Strategy is necessary, an evaluation is needed. This study supports the evaluation, examining the Strategy’s actual implementation and performance. Drawing on available evidence, the study looks at the experience gained, the lessons learnt and assesses whether what has happened, in practice, meets the expectations of the Strategy when it was launched. The study analyses the extent to which the implementation of each of the Strategy’s has advanced. The study has been carried out in compliance with the requirements of the Better Regulation Guidelines. The evaluation covers the period from the launch of the Strategy in 2013 to mid-2017. The approach reflects the relatively recent implementation of the Strategy and considers if its objectives and actions respond to the current needs and priorities in different policy sectors at local, national and transnational level. The evaluation builds on the work of other organisations, particularly recent assessments of the LIFE and Covenant of Mayors programmes and an ongoing evaluation of the Climate-ADAPT initiative. The evaluation covers all of the EU’s Member States.

  This briefing aims to clarify the concept of contemporary forms of slavery and analyse the legal obligations of States, as well as recent international developments at global and EU levels. It highlights the inconsistent application of the concept by global governance actors and discusses the inclusion of various exploitative practices within this conceptual framework. It also examines the prevalence of contemporary forms of slavery and assesses the policy framework for EU external action. The briefing then recommends possible action by the EU, including: promotion of a more consistent definition and use of the concept of contemporary forms of slavery and further clarifications on the relationship with the human trafficking and forced labour frameworks; a role for the EU as catalyst in achieving the Sustainable Development Goals and Targets in the field of all contemporary forms of slavery; support for standardising methods of data collection globally. Finally, the paper invites the EU to assess the possibility of drafting a new treaty on contemporary forms of slavery, as a way to fill some existing loopholes at the international level.
