  In most countries, LTC for the elderly is not a distinct social policy field. LTC provisions in many countries are indeed characterised by a fragmentation of responsibilities and consequently a lack of integration between health and social aspects of LTC provision. LTC is typically funded from different sources and organised at different – horizontal and vertical – levels. The health system is responsible for the care provided by health professionals, while services related to supporting the care-dependent person in the activities of daily life are usually organised by the social sector. Only some countries organise their system in a way which integrates health and social care horizontally (e.g. DK, IE, PT). In most countries, this horizontal split between the health and social sectors is accompanied by a vertical division of responsibilities, with powers attributed at different institutional levels: national, regional and local (e.g. AT, BE, BG, CH, CY, CZ, DE, EE, EL, ES, FR, HR, HU, IT, LI, LT, LV, MK, NO, PL, RO, SI, UK).

  This midterm review takes stock of the progress since the launch of the EU framework for national Roma integration strategies (NRISs) in 2011. It is based on data on how the situation of Roma have changed and input from national authorities, civil society and other partners. The review confirms the added value of the framework, the relevance of EU Roma integration goals and the continued need for a combination of targeted and mainstream approaches. The most important improvements prompted by the EU framework include:  the commitment to addressing Roma integration as a priority at European and national levels  structures for cooperation and coordination among Roma inclusion stakeholders  the development, implementation and monitoring of national strategies and integration measures, and  the mobilisation and alignment of legal, policy and funding instruments to fight discrimination and promote Roma inclusion With the development of the necessary structures, the conditions are in place to make a difference in the life of Roma. As regards real change in the situation of Roma between 2011 and 2016, however, it is clear that five years is too short a period to undo centuries of discrimination and deprivation. Progress is visible mainly in the area of education; in particular, the growing participation of Roma children in early childhood education and care points to strong potential for their later development. On the other hand, early school-leaving and poverty risk among Roma, though declining, are still far too high. The growing proportion of young Roma who are not in education, employment or training (NEET) is an alarming signal that translating results in education into employment and other areas requires a more effective fight against discrimination. The review also identifies key priorities for Member States to address and ways to strengthen the EU Framework for NRIS.

  This study was commissioned by the European Parliament’s Policy Department for Citizens’ Rights and Constitutional Affairs at the request of the FEMM Committee. It aims to provide a comparative overview of the situation in the European Union, with particular focus on six selected Member States, in terms of access to sexual and reproductive healthcare goods (such as medicines) and services (such as abortion and family planning), from both legal and practical perspectives. The study looks at the extent to which conscientious objection affects access to sexual and reproductive rights (SRHR). The study will contribute to formulating a clear framework for the improvement of access to sexual and reproductive healthcare goods and services in the EU.

The overall conclusion is that, while the general direction of travel is towards improved access to healthcare, important inequalities in access to healthcare persist, both between and within countries; and large shares of the EU population, in particular vulnerable groups, face multiple hurdles and therefore do not obtain the care they need.

  Increased rates of migration to and within the European Union and European Economic Area (EU/EEA) in recent years has made the development of migration policy, including health policy, a priority for the region. A migrant is defined as any individual who lives in a country temporarily or permanently away from his or her usual place of residence for at least a year. Migrants do not generally pose a health threat to the host population. However, some subgroups of migrants, including refugees, asylum seekers, and irregular migrants are particularly vulnerable to infectious diseases and may have worse health outcomes than the host population. In a number of EU/EEA Member States, subgroups of migrant populations are disproportionately affected by infectious diseases such as tuberculosis, HIV, and hepatitis B and C. Consequently, screening and vaccination programmes may be of benefit for newly arrived migrants, i.e. those who have arrived in the EU/EEA within the past five years. The European health policy framework ‘Health 2020’ aims to ‘significantly improve the health and well-being of populations, reduce health inequalities, strengthen public health and ensure people-centred health systems that are universal, equitable, sustainable and of high quality’. ECDC has sought to support this aim in migrant health by developing evidence-based guidance on the prevention of infectious diseases among newly arrived migrants in the EU/EEA.
