  The tactical meeting on judicial challenges arising from illegal immigrant smuggling was organised by Eurojust and held at its premises in The Hague on 4 and 5 February 2016. The participants included practitioners from the Member States, Norway, Switzerland and the USA, as well as representatives from the European Commission, Europol, the JITs Network Secretariat, Frontex and the United Nations Office on Drugs and Crime (UNODC). The focus of the tactical meeting was to discuss in five different sessions the (common) obstacles, best practice and solutions that could help overcome challenges in the prosecution of this serious crime type, as well as specific judicial cooperation issues in relation thereto. In the first session, participants were given an introduction to the work of key EU partners in the fight against illegal immigrant smuggling. The second session was dedicated to the experience of national prosecutors in the Hotspots. The third, fourth and fifth sessions consisted of presentations from national prosecutors of selected Member States.

  The report analyzes the drivers of different forms of migration. Specifically, using Eurostat data on new residence permits issued by EU countries to Third-Country Nationals, we are able to distinguish among five channels of entry and stay in Europe: family, work-related, education, humanitarian, and other reasons. We estimate several panel data gravity models for each of the groups of migrants, for the period 2008-2015. We find that dyadic variables influence all forms of migration similarly. We provide evidence of network effects, especially for the groups of family and work-related migrants. Population growth in the country of origin is negatively associated with migration, except for humanitarian forms of migration. Increasing economic disparities between the origin and the destination countries, measured with GDP per-capita, are associated with higher migration movements, though not for all the groups. Restrictive migration policies in the destination country and travel visa restrictions seem to act as a deterrent for migrations.

  In 2018, Frontex met the responsibilities it was given when it was transformed into the European Border and Coast Guard Agency. We monitor Europe’s frontiers 24 hours a day, seven days a week. We are able to respond quickly and effectively to new developments at the external borders, shoulder-to-shoulder with EU Member States and Schengen Associated Countries. We continue to evolve and find solutions to emerging challenges. This integrated approach, which brings together the efforts of Frontex and other EU agencies, along with EU institutions and national authorities, is a key factor to address irregular migration and cross-border crime at the external borders. In 2018, Frontex substantially strengthened its activities aimed at returning irregular migrants to their countries of origin. We built up our role in law enforcement as part of border management. We also solidified our cooperation on coast guard functions and launched our network of liaison officers to EU Member States while expanding our cooperation outside the EU. Now the European Border and Coast Guard Agency is moving toward owning or leasing an increasingly larger portion of its equipment, including vehicles, planes and vessels. Frontex, along with the European Fisheries Control Agency (EFCA) and European Maritime Safety Agency (EMSA), is at the centre of Europe’s coast guard functions. It is present not only in the Mediterranean Sea, but also in the Baltic Sea and the Black Sea. Together, the three agencies are developing the European cooperation on coast guard functions. In multipurpose operations, they perform tasks that include border surveillance, fisheries control and maritime safety.

  Migrant smugglers occupy a special place in the European ‘migration crisis’ discourse. They are depicted as the facilitators of irregular migrants’ journeys, and as criminals who take advantage of people’s vulnerability and naïveté. Stories of ruthless smugglers who abuse, abandon or even murder...

  Migrant smugglers occupy a special place in the European ‘migration crisis’ discourse. They are depicted as the facilitators of irregular migrants’ journeys, and as criminals who take advantage of people’s vulnerability and naïveté. Stories of ruthless smugglers who abuse, abandon or even murder those who rely on their services are common in popular media, as well as in mainstream academic, policy and law enforcement narratives of migration. These characterizations are not unique to Europe: around the world, smugglers are systematically depicted as immoral figures who organized in networks have hijacked border controls worldwide.1 While it is true that migrants do face victimization and violence in the context of their journeys, research and data on the interactions between migrants and those behind their journeys are limited. This has often led to the proliferation of misinformed claims concerning smuggling, its organization and its actors. This policy note addresses five of the most common misconceptions connected with smuggling. It seeks to improve our collective understanding of irregular migration facilitation practices but also the implications of the actions developed to counter them.
