  Urban transformation is an emerging topic in recent years and its socio-economical and environmental impacts have become increasingly evident to scientists and policymakers. The ability to analyse and understand this process was limited by the lack of comprehensive datasets and formalised methodologies. The Global Human Settlement Layer (GHSL) suite accommodates this need by providing worldwide, multi-epoch information on human settlements. In particular, the GHSL suite includes three main layers that map built-up density (GHS-BUILT), resident population density (GHS-POP) and human settlements (GHS-SMOD). These grid-based layers are produced in a consistent and harmonised way for four epochs (1975-1990-2000-2015) allowing the comparison between different periods. In this technical report, we present a formalised methodology (workflow) to characterise and analyse the dynamics of settlements. This workflow proposes a taxonomy of all possible GHS-SMOD classification combinations between two epochs; it quantifies and analyses changes of built-up surface and population density in each taxonomical class within a selected area. We show the workflow capability by using the region of New York (United States of America) and Colombia as case studies. The presented workflow has a direct application to characterise urban dynamics using the GHSL. Such approach supports the assessment of urbanization processes, by monitoring urban expansion, contraction and rural-urban transitions, and by measuring sustainable urban development metrics. The application of this workflow allows taking into account, both and separately, the net and the gross change in built-up surface and population density within an urban settlement evolution. Moreover, the application of this workflow to the GHSL suite benefits of the full range of GHSL features (global coverage, data consistency and open and free data format).

  This document describes the main concepts and components of the 'checks by monitoring’. It elaborates and details the discussion on monitoring as a substitute of the current sample approach (5% on-the-spot-checks) of aid applications or payment claims. This second discussion document elaborates on the rationale, concepts and procedures that form the heart of the monitoring approach, a move from a sequential compliance control followed by penalties towards a continuous monitoring that informs proactively when lodging claims and sends out warning alerts to prevent unintended non-compliances. This agricultural parcel monitoring takes advantage of the substantial modification of the control framework, most notably the timing of changes to the application and content of the control file. This document constitutes the Commission’s proposal of common practices and includes comments from: DG AGRI D3, DG AGRI H3, DK, BE-FL, MT, ES, CZ and HU.

  This study analyses the supply of traineeships in digital in the EU and the potential role of the Digital Opportunity initiative (DOT) in fostering such traineeships. The study is based on the analysis of semi-structured and in-depth responses from 304 interviewees in 15 EU countries and additional desk-research. In total 291 companies of various sizes and from different sectors of the economy were interviewed. The study confirms a high demand for digital skills among European companies and indicates that traineeships are one of the key tools that companies use to address such demand. A large majority of companies interviewed expressed an interest in the DOT, citing a number of reasons, including access to talent and opportunities for partnerships with universities, as well as new expertise that could be gained through hosting trainees with unusual skills profiles. The study also reveals barriers to traineeships in general and DOTs in particular, including administrative burden; lack of clarity (e.g. the place occupied by the traineeship programme in the university curricula of the trainees); lack of knowledge about the local context on the part of trainees coming from abroad; the lack of motivation of some trainees; and the preference of some trainees for shorter traineeships.
