  Unfair trading practices and other imperfections of food supply chains have been continuously discussed at EU and Member State level in recent years. Consequently, both the EU and many Member States have started operating price and margin monitoring systems in order to obtain a better insight into developments of prices, costs and profits along food supply chains. This study provides an inventory of the characteristics of food price and margin monitoring systems at EU and Member State level, in international organisations, the OECD and other countries. A typology of the existing monitoring approaches has been developed based on their quantitative in-detail evaluation. This is accompanied by a review of scientific literature empirically assessing asymmetric vertical price transmission along EU food supply chains. We have identified gaps in these existing methodologies and available datasets. Based on this comprehensive evaluation of the state of the art, three alternative food price and margin monitoring approaches have been proposed. The existing and alternative monitoring approaches have been ranked according to their cost efficiency. The practical use and value of two of these alternatives is illustrated by applying them to the supply chains of dairy, pig meat and apples in Bulgaria, France, Poland and the Netherlands.

  Bulgaria’s highest scores came for Priority 4 (Gender equality and gender mainstreaming in research). Here, the country’s performances placed in the group of countries just above ERA average (Cluster 2) for the three indicators computed. The country’s scores were also above EU- 28 figures. Average yearly increases for these indicators closely follow EU-28 trends for two of three indicators, with the third outpacing the EU-28 trajectory. More mixed results were obtained by Bulgaria in the next set of priorities. The country’s performances generally placed it in the group of countries just below ERA average (Cluster 3) for indicators in Priority 2b (Make optimal use of public investments in research infrastructures) and Priority 3 (An open labour market for researchers). Looking at changes since the last monitoring exercise, Bulgaria’s average increases were well above EU-28 trends on Priority 2b, while results were more variable for Priority 3. For Priority 5a (Knowledge transfer) and Priority 5b (Open access), results were found in Clusters 2, 3 and 4 (the last defined as the group of countries with performances well below ERA average). Put differently, Bulgaria’s performances on these priorities were generally just below ERA average, and generally below EU-28 scores. Finally, on Priority 1 (More effective national research systems), Priority 2a (Transnational cooperation), and Priority 6 (International collaboration), the Bulgarian research system was found to have more salient shortcomings. Bulgarian scores placed the country in Cluster 4 for two or more indicators in each of these priorities. Their scores were also consistently well below the EU-28 benchmark. On Priorities 1 and 2, Bulgaria’s scores have declined in recent years and the country’s trends are below those of the EU-28. For Priority 6, yearly average increases were observed as Bulgaria moved towards closing its gap to the other Member States. To the extent that data was available, below the country profile also comments on the progress with the implementation of the ERA National Action Plan. However, the overall conclusion is that the objectives of the Bulgarian NAP were too intangible (formulated in too vague language) to be rigorously assessed, although some progress was achieved under Priority 1 in relation to increasing the extent of competitive funding.

  The exhibition “The Cyrillic Alphabet – The new Alphabet in the European Union” marks the Bulgarian Presidency of the EU Council, from January to June 2018, and commemorates the decade since the country’s accession to the European family. This exhibition is the outcome of a project from 2006- 2007 carried out by the National Academy of Art together with the Ministry of Culture, as part of Bulgaria’s EU Communication Strategy. The project was curated by Professor Kiril Gogov, who put the idea of capturing and illustrating the historical development of Bulgaria’s script into practice by compiling student artworks from the Department of Book and Printed Graphics. The Cyrillic script is named after St Cyril (Constantine the Philosopher), a missionary from Byzantium who, along with his brother St Methodius, developed the early Cyrillic script based on the Greek script.

  The Gender Equality Index 2017 examines the progress and challenges in achieving gender equality across the European Union from 2005 to 2015. Using a scale from 1 (full inequality) to 100 (full equality), it measures the differences between women and men in key domains of the EU policy framework (work, money, knowledge, time, power and health). The Index also measures violence against women and intersecting inequalities. These are satellite domains and are part of the framework of the Gender Equality Index, but do not have an impact on the overall score. Intersecting inequalities show how gender intersects with age, education, family composition, country of birth and disability. The Gender Equality Index provides results for each domain and sub-domain for the EU and its 28 Member States.
