  FAIR research data encompasses the way to create, store and publish research data in a way that they are findable, accessible, interoperable and reusable. In order to be FAIR, research data published should meet certain criteria described by the FAIR principles. FAIR originated from the current patchy data management practices in EU, which are not optimal yet. Several local initiatives, as well as global ones, are making the move towards an infrastructure supporting the FAIR principles in order to get the most of research data. This report aims to estimate the cost of not having FAIR research data for the EU economy based on a series of measurable indicators, which were defined based on existing studies and interviews with subject matter experts.

  The Feasibility Study addresses the different aspects for offering air carriers a single point for sending Advance Passenger Information (API) for the purposes of checking Third Country Nationals according to the requirements of the Entry/Exit System and the European Travel Information and Authorisation System which will respond interactively, but also for the purposes of forwarding the API and possibly Passenger Name Records (PNR) data to the relevant authorities of the country of destination of the aircraft. This single point for exchange of data between air carriers and relevant authorities in Member States is called the Central Routing Mechanism. The Study comprises a main report on technical and legal aspects, specific separate annexes containing the business case, study of the data protection aspects, the resource requirements and for defining a possible proof of concept.
