  The Conference of European Statistics Stakeholders (CESS) brings together European stakeholders, such as official statisticians, methodologists, private data producers/providers and data users. The conference, held biennially, gives participants an opportunity to discuss user needs and exchange good practices in statistical production and outreach. It is also an opportunity to illustrate innovative ways of visualising and communicating statistics and promote new methodological ideas in data conception, collection and analysis. This special statistical working paper (SWP) issue presents selected papers from CESS 2016, held in Budapest on 20-21 October 2016. The papers highlight many of the current and future themes for ensuring good quality statistics fit for use.

  The tables in this publication present government finance statistics (GFS) data by Member State, for the EU-28, for the euro area and for Iceland, Norway and Switzerland. The GFS presentation shows, in an integrated way: government revenue, government expenditure, government deficit, transactions in assets and in liabilities, other economic flows, and balance sheets. It gives a clear picture of the links between these data. The publication is intended primarily for national governments, central banks, economic analysts and academics with an interest in government finance, although it could also be of interest to the wider public. The value-added in comparison with other publications is to give an overview of government finances from several angles with consistent information. The publication covers data since 1995.

  Sustainable development is firmly anchored in the European treaties and has been at the heart of European policy for a long time. The 2030 Agenda for Sustainable Development and its 17 sustainable development goals (SDGs), adopted by the UN General Assembly in September 2015, gives a new impetus to global efforts for achieving sustainable development. The EU is fully committed to playing an active role to maximise progress towards the sustainable development goals. This publication is the third in the series of Eurostat’s reports monitoring progress towards the SDGs in an EU context. The analysis in this publication builds on the EU SDG indicator set, developed in cooperation with a large number of stakeholders. The indicator set comprises around 100 indicators and is structured along the 17 SDGs. For each SDG, it focuses on aspects relevant from an EU perspective. The monitoring report provides a statistical presentation of trends relating to the SDGs in the EU over the past five years (‘short-term’) and, when sufficient data are available, over the past 15 years (‘long-term’). Indicator trends are assessed based on a set of specific quantitative rules, visualised by arrow symbols. The publication also takes an aggregated look at EU progress on the level of the 17 SDGs.

  This paper is the second in a series that EPRS is producing on the demographic outlook for the European Union (EU). Demography matters. The economy, labour market, healthcare, pensions, the environment, intergenerational fairness and election results – they are all driven by demography. The EU has seen its population grow substantially – by around a quarter since 1960 – and currently stands at over 500 million people. However, it is now beginning to stagnate, before its expected decline from around the middle of the century. With the world population having risen still more substantially and growth continuing, the EU represents a shrinking proportion of this population. The EU population is also ageing dramatically, as life expectancy increases and fertility rates fall below their levels in the past. This has serious implications across a range of areas including the economy, healthcare and pensions. Free movement within the EU and migration from third countries also play an important role in shaping demography in individual Member States and regions. The 'in-focus' section of this year's edition looks at pensions. It highlights that, whilst national reforms have largely successfully addressed issues around the sustainability of pension systems, concerns about the adequacy of pensions, particularly in the future, still remain.
