  The increasing number of FinTech services provided by newcomer start-ups, traditional financial institutions and big tech companies can bring new competition challenges to the playing field. Some factors can result in anticompetitive behaviours, namely the network effects derived from the use of online platforms, the access to customer data, standardisation, interoperability and the use of algorithms. Combined with a service-by-service analysis, the study provides both, descriptive analysis and normative tools to anticipate and manage anticompetitive behaviours as they occur.   The Joint Research Centre is developing an inventory of future emerging technologies relevant to energy supply, as part of the Commission's internal Low Carbon Energy Observatory project, a key element is consultation with external experts, addressing both those with in-depth experience in specific fields and those with a broad perspective on relevant science and engineering aspects. The LCEO Workshop held 1 December 2016 was the first step in this process, bringing together a group of 20 experts from European and international universities and research organisations, as well as several JRC experts. The programme targeted photovoltaics, thermo-electric concepts, fuel cells and biofuels. The participants, organized in two working groups: “Fuels” and “Photovoltaics”; identified a set of FETs and discussed about different aspects of these technologies: potential, challenges, applications and assessed their technology readiness level (TRL). This document summarises the outcome of the discussions in order to facilitate its use by the European Commission policy makers and the scientific community in general.

  The work presented in this report attempts to explore other realms about the future(s) of work beyond the strongly driven narrative of digital transformation. We have addressed one particular grassroots community, the Maker Movement, which is de facto enabling new models of education, collaborative work, and manufacture. Movements like the Maker Movement can be inspirational of policy making in areas of great complexity and uncertainties as work, employment, jobs are. We suggest that debates about futures of work need to mobilise the imagination, insights and expectations of wide ranges of society. Policy making should be nurturing necessary studies, experiments and conversations until some resilient ideas are found.

  Following a suggestion from Commissioner Carlos Moedas, this book has been written by the Research, Innovation and Science Policy Experts (RISE) High Level Group, an independent group of some 30 experts from different nationalities, with a variety of backgrounds and a wide spectrum of fields of expertise. The book reflects on the opportunities for European research and innovation policy in a spirit of open innovation, open science, open to the world. It suggests concrete proposals for policy action, where needed. The ‘out-of-the-box’ and bottom-up nature of such reflections create a rich divergence of views from the RISE experts. The environment is rapidly changing, with the digital roll-out, global connectivity and collaboration in science without borders. Radical new models of innovative value creation are emerging, with sometimes little connection to industrial research activities. And there is hope and expectation that science and technology will be there to provide solutions at the global level – for the Sustainable Development Goals – and at the local city level – with smart cities and circular economy principles. In presenting these reflections, RISE hopes to feed the debate within the European Commission and in the Member States on the challenges ahead for European research and innovation policy.

  The onset of the digital revolution has resulted in technological advances that are constantly evolving. A key element of concern to policymakers is the impact that these changes will have on the world of work and employment. This report reviews the history of the digital revolution to date, placing it in the context of other periods of marked technological advances and examining how technological change interacts with changes in institutions. Digital technologies have considerable disruptive potential, including making production much more flexible and information more readily available. While the information technology sector has been most affected to date, other sectors are rapidly changing with the diffusion of new technology. The report also examines three key vectors of change: automation of work, the incorporation of digital technology into processes, and the coordination of economic transactions through the digital networks known as ‘platforms’.

The results developed by these projects address key challenges at each stage of the value chain for new nearly zero-energy buildings, deep renovation of existing buildings, and energy-smart buildings.
