  Eunomia Research & Consulting, along with its consortium partners, is pleased to present the following report for the project under the Framework contract ENV.B.3/FRA/2017/0005, entitled "Assistance to the Commission on the implementation of the revised waste legislation, assessment of Waste Management Plans and monitoring of compliance with the Waste Framework Directive". This final report relates to the ‘Study to Support the implementation of reporting obligations resulting from the new waste legislation adopted in 2018’. European legislation requires the Commission to adopt, by 31 March 2019, a number of implementing and delegated acts on the calculation and reporting of data concerning the targets for: preparing for re-use and recycling of municipal waste (municipal is waste from households or other similar wastes), for recycling of packaging waste and for landfilling of municipal waste. As part of the implementing acts to define calculation rules, the Commission has also to adopt a delegated act on the rules for the calculation of average loss rates for waste materials that are diverted during preparatory operations following sorting and preceding recycling of waste. The objective is to ensure sound and comparable data on the losses from preliminary operations before recycling, such as sorting, across Member States. A summary of the legislation is given in Section 1.1 below. The methodology used in the study is then outlined in Section 2.0. Further sections follow, relating to the key elements of the reporting methodologies and the study tasks: - Section 3.0: Task 1 Identifying “Input to Recycling” Points for Various Waste Streams; - Section 4.0: Task 2 Defining Rules to Calculate Average Loss Rates; - Section 5.0: Task 3 Conditions to take account of Biowaste Separated and Recycled at Source (Home Composting); - Section 6.0: Task 4 Conditions to take account of Metals Separated from Incinerated Waste - Section 7.0: Task 5 Identifying Good Practices and Means of Demonstrating Compliance in Ensuring that Waste that has been Exported for Recycling Outside the European Union is Recycled in Broadly Equivalent Conditions; and - Section 8.0: Task 6 Establishing Formats for Reporting of Data and Quality Check Reports. Finally, several annexes to the report are provided giving further detail on the Member State questionnaire, the outcomes of the stakeholder workshops, the existing quality check reports and guidance on the proposed quality check reports.

  The study mapped the most relevant value chains currently under development that originate from: natural rubber, plant fibres, lignin, renewable oils and fats, terpenes, natural polyelectrolytes, in addition to urban wastes. More than 100 innovative BBPs were monitored; lignin was found to be generating the highest number of innovative products, together with terpenes and urban wastes. More than 30 innovative BBPs are approaching full availability on the market, and more than 20 products are now at the pilot plant level. The 20 most innovative BBPs holding the greatest promise for commercial deployment within the next 5-10 years were identified; selection includes engineering materials, new bioplastics, high added-value products for demanding applications in the pharmaceutical and biomedical fields, as well as sustainable substitutes for critical raw materials. Detailed case studies on these TOP20 innovative BBPs were developed.

  To reduce POP emissions into the environment Annexes IV and V of Regulation (EC) No 850/2004 on persistent organic pollutants (POPs) establish the obligation to generally destroy or irreversibly transform the POP content of waste above a certain threshold limit (‘LPCL’). In exceptional cases waste containing POPs above the limits may be otherwise managed with specified operations for specified waste types if destruction or irreversible transformation do not represent the environmentally preferable option and the concentration of the POPs is below a maximum threshold value (‘MPCL’). In this study information from competent authorities, scientific institutions, literature and other experts was collected, analysed and summarised. Further, mass flows for newly listed and candidate POPs were established and, finally, recommendations for the environmentally sound management of waste containing POPs were elaborated. Suggestions for limit values (LPCL and MPCL) were derived using the methodology developed by BiPRO GmbH in 2005, which assesses the economic, environmental, health, waste management, legal and recycling implications. Additionally, the identification of action needed to fully implement the listing of the new POPs and the potential listing of the candidate POPs in the annexes to Regulation (EC) No 850/2004 and other relevant EU legislation was identified and an overview demonstrating the need for action within relevant legislation was illustrated.

  Marine Litter Watch is a European Environment Agency (EEA) initiative that aims to combat the plastic litter problem. It uses citizen science — scientific research conducted, at least partly, by members of the public — and mobile-phone technology to help individuals and communities come together to clean up Europe′s beaches. Volunteers use the Marine Litter Watch app to form communities that collect litter from beaches and send data on the items found to the EEA. The initiative — set-up in 2014 and involving non-governmental organisations and research institutions — is the only pan-European platform that members of the public can use to co-ordinate clean-ups and record beach litter. The focus on citizens is designed to complement the collection of official marine litter data by national authorities and fill data gaps. As well as developing and hosting the app, the EEA is responsible for quality assurance of the data. This briefing highlights the work and results of the Marine Litter Watch clean-up activities held on the beaches of Europe's four regional seas (the Baltic Sea, the Black Sea, the Mediterranean Sea and the North-East Atlantic Ocean) between 2014 and 2017. It also presents the top ten litter items found and attempts to link them to the most likely litter sources.
