The study provides an estimation of the likely surplus/deficit quota by stock, Member State and EU level. It also analyses the likely solutions to it and if the likely management possibilities have been used or not. It finally provides a list of stocks of high risk of being choke after the application of the existing tool box for alleviating the choke problem in the near future.

  The consortium led by Coffey International and comprising Poseidon, F&S (partners), Eurofish and C-P Engineering (subcontractors) was contracted by Directorate-General for Maritime Affairs and Fisheries to conduct the Interim evaluation study of the implementation of the direct management component of the Regulation (EU) No 508/2014 of the European Parliament and of the Council of 15 May 2014 on the European Maritime and Fisheries Fund (“EMFF Regulation”). The interim evaluation study is required under Articles 15 and 125 of the Regulation. The period under consideration for this evaluation study were the years 2014-2016. The evaluation study was structured around ten thematic Work Packages (WPs) to address the seven intervention categories of the EMFF direct management component (including four for the sub-categories relating to Integrated Maritime Policy). The evaluation study also included a separate horizontal WP to support the requirements for general mandatory evaluation criteria (relevance, effectiveness, efficiency, coherence and EU added value). The findings, conclusions and recommendations that emerge from this study will inform the potential adjustment of the indicative distribution of funds, as laid down in Annex III of the EMFF Regulation, and will inform the implementation of subsequent direct management spending under the 2021-2028 EMFF.

  The STECF Expert Working Group (EWG) on Fisheries Dependant Information (FDI) took place in JRC, Ispra from 23 to 27 October 2017 to review the data transmitted by Member States under a new data call (‘New-FDI’). The new data call specification was designed with three broad aims in mind i) Compatibility between the New-FDI data and the data held in the Fleet Economic database. ii) Ability to encompass all EU registered vessels including those from the Mediterranean, Black Sea and external waters fleets. iii) Ability to assess effects of management measures. The main purpose of the EWG was to judge if the call specification was appropriate to accomplish the above aims and to consider any difficulties encountered by member states in fulfilling the data call. Two terms of reference also allowed trial analyses to be conducted of a type relevant to the third broad aim. The EWG addressed all Terms of Reference during the meeting and drew conclusions on the modifications required for the New-FDI data call going forwards. Prior to the EWG it had been agreed by STECF Bureau that the report of the meeting would not be presented to STECF for approval as an STECF report but published separately (as a JRC technical report). This report therefore presents the data, methods observations and findings of an EWG of the STECF but the findings presented in this report do not necessarily constitute the opinion of the STECF or reflect the views of the European Commission and in no way anticipate the Commission’s future policy in this area.

  The present report develops a TAC Dependency Indicator (TDI) for stocks regulated by a Total Allowable Catch as listed in the Council Regulations fixing fishing opportunities for certain fish stocks and groups of fish stocks applicable in Union waters and, for Union fishing vessels, in certain non-Union waters, in line with Regulation No 1380/2013 on the Common Fisheries Policy. The main objective of the exercise is to provide policy makers with reference economic data collected under the Data Collection Framework and analysed within the scope of the Annual Economic Report (AER) on the EU fishing fleet in a format that can be easily linked to TACs and TAC proposals. Thus, the TDI focuses on providing an estimate of the economic relevance that each stock subjected to a Total Allowable Catch (TAC) has on EU fishing fleets from a regulatory perspective. The TDI is calculated as the proportion between the value of landings associated to a given regulated stock and the total value of landings of a fleet segment. Employment and GVA associated to each TAC unit are also estimated proportionally. Additionally, in the absence of TAC and quotas for most fisheries in the Mediterranean & Black Sea, this report and online tool provides dependency ratios on species-units (species by GSA) for EU fishing fleets operating in FAO fishing area 37.

  JRC produced reference lists of species and habitats for the Marine Strategy Framework Directive (MSFD), following the recommendations listed in the COM DEC 2017/848/EU and shared them with the marine biodiversity experts proposed by the EU Member States, for their evaluation. This task is part of the mandate to JRC (GES_18-2017-03) to facilitate Member States data entry, as part of the MSFD reporting obligations, in the EEA reporting web-forms, while increasing consistency and harmonization across Member States. The scope of this technical report is: i) to describe the methodology applied for the synthesis of the reference lists; ii) to provide directions to the experts to evaluate and update them; iii) to provide Member States with the possibility to consult the reference lists (embedded in this document) for any future MSFD related task.

  Establishing an efficient traceability framework for fish products is crucial for consumer protection and fisheries management and conservation. This is well reflected in the EU legislation. The EU general food law emphasizes strongly that European citizens must have access to safe and wholesome food of the highest standard. Consumer protection is supported by a stringent traceability concept as stipulated in Regulation (EC) 178/2002. This notion is also expressed in the Common Fisheries Policy (CFP) basic Regulation (EU) 1380/2013, according to which fishing and aquaculture must be environmentally, economically and socially sustainable while providing a source of healthy food for all EU citizens. Under the CFP the need for traceability is not exclusively raised in the context of consumer protection, but also as a necessary component for fisheries control and enforcement in Regulation (EU) 1224/2009 and in the context of the EU’s ambitious strategy to fight illegal, unreported and unregulated (IUU) fishing under the remit of Regulation (EC) 1005/2008. Recent scientific advances, particularly in the fields of genetics and genomics, have led to the development of novel and improved technologies, and efforts are under way to harness their potential for the species identification of unknown fish samples or products. This report reviews these efforts, describing the technologies and the early results obtained for fish product traceability. Each of these technologies has the potential to fill some specific existing gaps, although they come with their own individual set of disadvantages. Understanding those and monitoring progress is thus crucial for their proper integration in existing traceability frameworks.

  The incidental capture of non-target marine animals in fishing gear, such as seabirds, cetaceans, elasmobranchs, and turtles, is commonly referred to as ‘incidental bycatch’. Seabird bycatch in bottom set gillnet fisheries (GNS) is known to be a major conservation issue both globally and within Europe; an estimated 76,000 birds are caught annually in the Baltic Sea alone (Žydelis et al. 2013). Diving seabirds, such as seaducks, auks, divers, grebes and cormorants are particularly susceptible to capture in this gear. Gillnets, made of thin nylon twine, are essentially invisible under water, and diving birds are presumably not able to perceive the net whilst foraging at depth, becoming entangled and drowning. This particular fishing gear is used extensively across Europe, with both small and large-scale fleets operating in EU member states’ waters. A lack of systematic data collection across most of Europe on gillnet fishing effort (particularly small-scale vessels) and on bycatch has meant that little information is available to assess which countries, fleets and sites are particularly at risk of causing seabird bycatch. Despite the general lack of information, some studies on seabird bycatch in gillnets have been conducted over the past few decades and these indicate that specific regions of Europe are ‘hotspots’ for bycatch in this gear. The Baltic Sea, with its internationally important populations of wintering seaducks, such as long-tailed duck, velvet scoter, common and steller’s eider is one such ‘hotspot’. In addition to the lack of fine scale information on gillnet fisheries, one of the most significant challenges for managing bycatch in this gear is the lack of technical solutions. For other fishing gears, such as longlines and trawls, technical solutions have already been developed and successfully implemented in a number of fisheries (largely outside of the European Union), resulting in substantial reductions (or even the elimination) of seabird bycatch.
