  Since its launch in 2013, the Youth Guarantee has supported millions of young people across the European Union to find a job, a traineeship, an apprenticeship or to continue in education. Yet despite this, too many young Europeans are still without work. Across the EU, more effort is needed so that all young people can benefit from quality offers under the Youth Guarantee. This report is one in a series of five reports on Youth Guarantee delivery, presenting existing practices from the ground from the first five years of its implementation. It outlines lessons learnt, challenges and success factors, aiming to inspire and help all actors involved in delivering the Youth Guarantee. The report Activation measures for young people in vulnerable situations looks at measures that support young people facing multiple obstacles to employment and who may need more tailored and holistic support to enter the labour market.

  This midterm review takes stock of the progress since the launch of the EU framework for national Roma integration strategies (NRISs) in 2011. It is based on data on how the situation of Roma have changed and input from national authorities, civil society and other partners. The review confirms the added value of the framework, the relevance of EU Roma integration goals and the continued need for a combination of targeted and mainstream approaches. The most important improvements prompted by the EU framework include:  the commitment to addressing Roma integration as a priority at European and national levels  structures for cooperation and coordination among Roma inclusion stakeholders  the development, implementation and monitoring of national strategies and integration measures, and  the mobilisation and alignment of legal, policy and funding instruments to fight discrimination and promote Roma inclusion With the development of the necessary structures, the conditions are in place to make a difference in the life of Roma. As regards real change in the situation of Roma between 2011 and 2016, however, it is clear that five years is too short a period to undo centuries of discrimination and deprivation. Progress is visible mainly in the area of education; in particular, the growing participation of Roma children in early childhood education and care points to strong potential for their later development. On the other hand, early school-leaving and poverty risk among Roma, though declining, are still far too high. The growing proportion of young Roma who are not in education, employment or training (NEET) is an alarming signal that translating results in education into employment and other areas requires a more effective fight against discrimination. The review also identifies key priorities for Member States to address and ways to strengthen the EU Framework for NRIS.

Yet despite this, too many young Europeans are still without work. Across the EU, more effort is needed so that all young people can benefit from quality offers under the Youth Guarantee.   Human history has been shaped by people moving to live in new places. The numbers of people living outside their countries of birth in today's societies are, however, much higher than in the past. In the European Union (EU) Member States, the number of people with citizenship of a non-member country on 1 January 2017 was 21.6 million, and there were 16.9 million persons with the citizenship of another EU Member State (Eurostat, 2018c). Among this broad group of migrants, asylum seekers and refugees, who have been obliged to leave their country, make up a relatively small percentage. However the rapid increase in numbers of asylum seekers entering Europe in the years 2015 and 2016 – largely as a result of the conflict in Syria – lead media and politicians to characterise the phenomenon as a migration or refugee crisis. This report was planned in the wake of this phenomenon. The President of the European Commission, Jean-Claude Juncker, in his State of the Union address in September 2015 stated that 'the first priority today is and must be addressing the refugee crisis' (European Commission 2015, p. 6). While there has been enormous political attention to the way in which the situation has been addressed, one of the areas of public policy that clearly has a role to play is higher education. In particular, a high proportion of refugees are aged in the typical higher education population range (18-34) and among these a considerable number have been enrolled in higher education programmes in their home country. While there is inevitably a strong potential demand for higher education among the refugee population, it cannot be taken for granted that this demand can be easily met. In many cases, there will be a need for potential students to learn the host country language and to adapt to the higher education system. This requires adequate information and guidance, as well as provision of adapted preparatory programmes. Refugees are also likely to be in need of considerable support – both psychological and financial. Meanwhile for the host country, there will be a need to assess and recognise learning that cannot be demonstrated through certificates. This also requires system-level planning and action. The aim of this report is to assess how far national systems have developed in terms of being able to respond to the needs of asylum seekers and refugees.

  This policy memo provides an overview of the policy and practice of EU Member States in offering children with special educational needs (SEN) access to education. It sets out the policy framework, the main approaches taken by Member States, and identifies five key challenges for policy-makers and practitioners. While acknowledging there are significant gaps in the evidence base, we also seek to highlight examples of practices from across the EU. Access to quality schooling remains a central concern for many parents of children with SEN and the options available differ widely across Member States. According to a report prepared for the European Commission by the Network of Experts in Social Sciences of Education and training (NESSE), children with SEN are less likely to obtain high-level academic qualifications, and thus face greater difficulties entering and remaining in the labour market.

  This report presents the main insights gained during the EU Fundamental Rights Agency’s project on local engagement for Roma inclusion, which explores how to best involve Roma in integration efforts at the local level. Bringing together local authorities and residents, especially Roma, it investigated what aspects work, which ones do not, and why this is the case. The 21 localities in 11 Member States covered by the research involved diverse local contexts, needs and challenges. But the experiences in all of them underscored that resources need to be better used to bring actual improvements in the lives of Roma across the EU. This report outlines the main lessons learned during the research, providing an opportunity to improve the design, implementation and monitoring of integration efforts at local level – for the benefit of all individuals still living on the margins of society, Roma and otherwise.
