  This report provides an overview of the main EU research and innovation (R&I) actions for and with cities, promoted both at the European and international level to foster sustainable urban development. In addition it presents a detailed overview of budget of Horizon 2020 and the past three research framework programmes (FP7, FP6 and FP5) committed to city-related projects. The added value of this publication is to provide a comprehensive overview of actions and initiatives which have been promoted by the EU R&I and present the contribution to other EU policies on sustainable urban development. This document is a first attempt to provide a more systemic overview of all the different EU R&I action on smart and sustainable cities. The intention is to update this report on a yearly basis and create a series.

Building on the achievements and success of the EU’s past flagship research and innovation programmes, the Commission proposes a budget of €100 billion for 2021-2027 for Horizon Europe and the Euratom Research and Training Programme.

  Horizon Europe, the 9th framework programme, is the EU’s main instrument for investments in research and innovation for the period 2021–2027. This book presents the results of the impact assessment that underpinned the legislative proposal for the programme, in line with the Commission’s better regulation guidelines. The impact assessment builds on the evidence and lessons learnt from the interim evaluation of the 8th framework programme, Horizon 2020, and the recommendations of the independent high-level group on maximising the impact of EU research and innovation. Horizon Europe is ‘an evolution, not a revolution’, focusing on a few design improvements to further increase openness and impact and EU added value for citizens. The impact assessment therefore identifies the main research and innovation challenges in Europe, outlines the objectives of the future programme and its structure, and provides evidence-based policy and design recommendations for its main features, such as the research and innovation missions, and the European Innovation Council.

  The preparation process for an EU framework programme for research and innovation includes a variety of activities: evaluation of the previous programme; expert studies to define the scope and priorities of the new programme; and proposals for new instruments. The EU institutions, the advisory committees, the Member States and other stakeholders also put their expectations and opinions forward on the shape and content of the programme. This paper provides an overview of all the activities developed to contribute to the preparation of FP9. It also analyses the position of all the actors on 10 key discussion points including: the difficult battle over the FP9 budget; the tensions between support for excellence and the need for cohesion; streamlining of instruments and simplification of processes; requests for greater EU added value from the programme, linked to its collaborative nature; the role of the Member States in the programme's governance and implementation; and the expected innovations: the European Innovation Council and a mission-oriented approach.

  This study was carried out to provide support to the Impact Assessment of Horizon Europe, the European Framework Programme for Research and Innovation (2021-2027). The socio-economic and environmental impacts were assessed against the baseline of continuation of the Horizon 2020 Programme (2014-2020) for different policy options distinguishing: management options (centralised or decentralised), budgetary options (increase or decrease of budget) and general design options (clustered into two groups aiming at “More Impact” and “More Openness”). This assessment was conducted using the NEMESIS macro-economic model, which allows to translate R&D investments and the related knowledge spillovers into endogenous growth mechanisms.
