  By providing preferential access to the EU market, the EU Generalised Scheme of Preferences (GSP) has aimed to assist developing countries generate additional revenue through international trade in an effort to reduce poverty, and promote good governance and sustainable development. This evaluation is organised in two parts. The first part, which has been prepared within EPRS, focuses on the incentives in the GSP provisions that aim to push beneficiaries to comply with human rights, and the extent to which these have been implemented and have had an impact on poverty reduction and good governance. In doing so, it analyses the European Commission’s assessments, the European Parliament’s oversight work and relevant studies prepared by the research community. The second part, prepared by an external expert, is an economic evaluation of the GSP Regulation, and examines three inter-related questions: how beneficiaries have graduated from the GSP and what role preferences have played; how trade relations between the countries that have recently graduated from the GSP and those that still benefit from it are affected; and what the impact of changes in the rules of origin has been.

  This midterm review takes stock of the progress since the launch of the EU framework for national Roma integration strategies (NRISs) in 2011. It is based on data on how the situation of Roma have changed and input from national authorities, civil society and other partners. The review confirms the added value of the framework, the relevance of EU Roma integration goals and the continued need for a combination of targeted and mainstream approaches. The most important improvements prompted by the EU framework include:  the commitment to addressing Roma integration as a priority at European and national levels  structures for cooperation and coordination among Roma inclusion stakeholders  the development, implementation and monitoring of national strategies and integration measures, and  the mobilisation and alignment of legal, policy and funding instruments to fight discrimination and promote Roma inclusion With the development of the necessary structures, the conditions are in place to make a difference in the life of Roma. As regards real change in the situation of Roma between 2011 and 2016, however, it is clear that five years is too short a period to undo centuries of discrimination and deprivation. Progress is visible mainly in the area of education; in particular, the growing participation of Roma children in early childhood education and care points to strong potential for their later development. On the other hand, early school-leaving and poverty risk among Roma, though declining, are still far too high. The growing proportion of young Roma who are not in education, employment or training (NEET) is an alarming signal that translating results in education into employment and other areas requires a more effective fight against discrimination. The review also identifies key priorities for Member States to address and ways to strengthen the EU Framework for NRIS.

  Eradicating poverty is one of the global challenges defined in the 2030 Agenda for Sustainable Development. However, this goal cannot be achieved without reducing the gap between the rich and the poor. Development Finance International and Oxfam have developed an international monitoring framework — the Commitment to Reducing Inequality (CRI) index — that measures the commitment of 157 countries to reducing inequality through the fiscal policies (public spending and taxes) and labour market policies implemented by their governments. The CRI index builds on three pillars: progressivity of spending, progressivity of tax, and progressivity of labour policy. These pillars are used to organise and aggregate nine indicators into a single summary measure. This framework involves both conceptual and practical challenges. The statistical audit presented here was performed by the European Commission’s Joint Research Centre, and it aims to contribute to ensuring the transparency and reliability of the CRI index 2018. It should enable policymakers to derive more accurate and meaningful conclusions, and to potentially guide choices on priority setting and policy formulation. Overall, the main conclusions of the present audit can be summarised as follows: the CRI index 2018 is representative of a plurality of scenarios, is reliable and has a statistically coherent framework. The uncertainty analysis shows that country ranks are robust for most countries. For a number of countries, in particular countries that are not members of the Organisation for Economic Cooperation and Development (OECD), ranks should be analysed within their expected confidence intervals instead of being taken at face value. The statistical assessment also shows that the CRI index has a good statistical reliability and measures one single latent phenomenon capturing the main components of the index: the ‘progressivity of labour policies’, and the interaction between the ‘progressivity of tax’ and the ‘progressivity of spending’. Notwithstanding the good statistical properties of the CRI index, some suggestions are made for possible refinements of the CRI index in future editions.
