  The 2018 reporting on updates of the Marine Strategy Framework Directive (MSFD) Articles 8, 9 and 10 will be supported by web forms to aid completion of the XML files by Member States. It is planned to use, wherever possible, drop-down lists to facilitate data entry, thereby also helping to ensure consistency in the data entered. This report outlines a process to prepare a list of contaminants for use in 2018 MSFD D8 reporting (as drop-down lists in the reporting web forms). This list assists in using a harmonized nomenclature for the unambiguous identification of the substances, thereby facilitating consistency in the data entry. Additionally, the compilation of the list allows for comparisons between Member States and marine regions that may support the processes of selection of relevant contaminants for D8 assessments.

  The purpose of this publication is to provide the compilers and users of European statistics on international trade in goods with sound information on the nomenclature used to classify the reporting and partner countries. Besides including the latest version of the nomenclature of countries and territories for the external trade statistics of the Union and statistics of trade between Member States (known as the ‘Geonomenclature’ and abbreviated to GEONOM), it also contains all the supplementary information that is essential to understand the content of this country classification and the evolution of its codes. A further aim of this publication is to document the geographical and economic areas covered by the trade in goods statistics as disseminated by Eurostat.

  This manual describes the architecture and use of a tool introduced to track the history of the nomenclature of goods in trade in a certain time window. The name of system, HERMES, is adopted from the name of the Greek god of the trade. The tool is accessible through THESEUS, a web-based antifraud resource developed by the JRC to disseminate patterns and fair prices detected or estimated using international trade data. THESEUS is accessible only by authorized users in the Commission and Member States (customs and low enforcement services). On the other hand the user community of HERMES is potentially wider, pointing to international traders and other economic operators. For this reason, HERMES may be moved to the public area of THESEUS.

  This paper presents the results of the third edition of the Regional Competitiveness Index (RCI) which measures the different dimensions of competitiveness at the regional level in the European Union (EU). The regional dimension is important because most competitiveness factors are not evenly distributed over space and many are influenced or even determined by regional and local authorities. The 2016 edition follows two previous ones published by the European Commission in 2010 and 2013 (Annoni and Kozovska, 2010; Dijkstra, Annoni and Kozovska, 2011; Annoni and Dijkstra, 2013). They are all built on the approach of the Global Competitiveness Index of the World Economic Forum (GCI-WEF). The 2016 index is based on 74 mostly regional indicators covering the 2012-2014 period, but with a number of indicators from 2015 and 2016. The index should, above all, be seen as an instrument providing a range of comparable information at the regional level. It aims to provide a consistent, comparable and actionable measure of economic and social issues for the regions in the EU. It helps regions to measure their competitiveness and compare it with that of their peers. The RCI can encourage regions to look beyond the other regions in their country to plan their long-term development. Within this perspective, we hope that regions will use the results to guide their development strategies. Even though the RCI is not entirely comparable over time, due to recurrent and often unavoidable revisions of regional indicators and NUTS classification, the three RCI editions provide a unique policy tool for monitoring and assessing regional competitiveness in the EU. This paper shows the most relevant changes over the three editions, changes which are more likely to reflect a change in the region’s performance than small adjustments to the method.
