  The policy momentum on digital transformations and the future of work (FoW) is building and is resulting in recommendations at the EU level. In past innovation cycles, the active involvement of both social partners in updating standards and bargaining fair framework conditions have proven to deliver more inclusive results. However, in the post structural reform era, social dialogue seems weakened. Given the unprecedented scale and scope of digital change, policy action will be needed and a case for a tri-partite steering should be made. This study sets out to outline the different dimensions of the digital transformation on sectors and business models, and hence on the quantity and quality of work. Based on a TUAC member survey, peer-to-peer reviews and in-depth research, the study presents a typology of existing policy processes in Europe, the involvement of trade unions therein (or the lack thereof) and complementary social partner activities that often fill the gaps. The study features best practice examples and case studies on Germany, Austria, Italy, Spain, Sweden, Denmark and the UK. The findings show that policy discussions are uneven in terms of ambition, coordination and stakeholder consultations. In parallel, bi-lateral social partner and unilateral trade union activities are underway and need an enabling environment. Based on the results, suggestions are made on what could be done at the policy level to shape the FoW together with all stakeholders on board.

  Previous Eurofound research has identified four key dimensions of industrial relations: industrial democracy, industrial competitiveness, social justice, and quality of work and employment. This report seeks to build a set of indicators to measure country performance in industrial relations in terms of these four dimensions and to develop a typology of industrial relations systems, enabling a cross-country analysis of trends. The report focuses particularly on industrial democracy, seen in this context as the core dimension of industrial relations and the most desirable model of work and employment governance.

  This study, commissioned by the European Parliament’s Policy Department for Citizens’ Rights and Constitutional Affairs at the request of the Committee on Petitions, was prepared to assess the nature and extent of employment precariousness in the framework of EU fundamental rights and employment law. The analysis focuses on two broad areas, namely atypical forms of employment and franchising. The report identifies a number of ‘protective gaps’ at various levels of regulation and puts forward policy recommendations that are informed by the need to adopt holistic and comprehensive action for addressing what emerges as a constantly moving target.

  This study aims to assess the effectiveness and potential improvement of the Milk Package provisions, as regards the functioning of producer organisations (POs) and their role in collective negotiations with milk processors. The specific objectives are to: 1. Evaluate the functioning of existing POs and associations of producer organisations (APOs) formally recognised under the Milk Package. 2. Evaluate the potential for POs where they have not been constituted yet. 3. In the light of the analysis, draw up recommendations to improve the usefulness of the Milk Package provisions. Legislation on POs in the dairy sector is provided in the Common Market Organisation Regulation (Regulation (EU) 1308/2013). According to this Regulation, Member States shall recognise POs in the milk sector formed on the initiative of producers and pursuing a specific aim, which may include (Article 152(3) of Regulation 1308/2013): (i) ensuring that production is planned and adjusted to demand, particularly in terms of quantity and quality; (ii) concentration of supply and the placing on the market of products produced by its members; (iii) optimising production costs and stabilising producer prices.

  Against the backdrop of continuing adjustment in EU labour markets in response to the Great Recession and the sovereign debt crisis, the European System of Central Banks (ESCB) conducted the third wave of the Wage Dynamics Network (WDN) survey in 2014-15 as a follow-up to the two previous WDN waves carried out in 2007 and 2009. The WDN survey collected information on wage-setting practices at the firm level. This third wave sampled about 25,000 firms in 25 European countries with the aim of assessing how firms adjusted wages and employment in response to the various shocks and labour market reforms that took place in the European Union (EU) during the period 2010-13. This paper summarises the main results of WDN3 by identifying some patterns in firms’ adjustments and labour market reforms. It seeks to lay out the main lessons learnt from the survey in terms of both the general response of EU labour markets to the crisis and how these responses varied across the countries that took part in the survey.
