Labour market skill needs will be shifting, and workers will have to supply new skills to match changing needs. An aging workforce, overqualification and job polarisation at the top and bottom of the skills scale will be some of the key challenges of the next decade, calling for action now.

  Skills mismatches are widely accepted as a factor that drags down on potential economic growth and as such require concrete policy measures both at the EU and national level. This report was prepared by the Institute for Market Economics (IME) and is dedicated to the study of skills mismatches in the EU and their effect on the competitiveness of EU businesses. It includes a comprehensive review of existing literature on the issue and outlines some of the main conclusions regarding the relation of skill mismatches to education, personal and aggregate productivity, labour market dynamics and outcomes, innovation capacity and competitiveness. The study also includes the results of a dedicated survey designed to shed further light on the causes and effects of skills mismatches from the point of view of companies. We provide further evidence of the importance of Mismatch Priority Occupations (as identified by Cedefop), as well as additional insight into potential labour market bottleneck is five reference countries (Austria, Bulgaria, Finland, Germany and Spain). Current and long-term demographic trends make skills mismatches an issue of particular acuteness - against a projected decline in the labour force and an increase in the average age, European economies cannot afford to waste human capital. We find that efforts in achieving effective VET, lifelong learning and labour intermediation practices have to be supported by general competitivenessenhancing reforms in EU economies. We estimate an EU-wide annual productivity loss of 2.14% due to existing mismatches.

  This report is the result of a pilot project ‘Cross-border data collection’ carried out by a consortium of statistical institutes. The objective was to develop methodology to produce cross-border information. The consortium that carried out the project Cross-border Data Collection consists of the following statistical institutes: Statistics Belgium, INSEE (FR), IT.NRW (DE), ISTAT (IT), Statistical Office of the Republic of Slovenia (SI), GUS (PL), Statistics Denmark (DK) and Statistics Netherlands (NL) as project leader. The project took the theme of labour market as the focus of the attention as a case study to show what is possible. The project investigated the potential of three types of data sources in parallel: the Labour Force Survey (LFS), Administrative data and Mobile phone data.

  This overview report summarises the findings of 20 case studies looking at recent changes in the task content of five manufacturing occupations (car assemblers, meat processing workers, hand-packers, chemical products plant and machine operators and inspection engineers) as a result of factors such as digital transformations, globalisation and offshoring, increasing demand for high quality standards and sustainability. It also discusses some implications in terms of job quality and working life. The study reveals that the importance of physical tasks in manufacturing is generally declining due to automation; that more intensive use of digitally controlled equipment, together with increasing importance of quality standards, involve instead a growing amount of intellectual tasks for manual industrial workers; and that the amount of routine task content is still high in the four manual occupations studied. Overall, the report highlights how qualitative contextual information can complement existing quantitative data, offering a richer understanding of changes in the content and nature of jobs.

  This paper provides an overview on the differences and similarities in the characteristics of intra-EU foreign-born populations according to the EU Census and EU Labour Force Survey for the same reference year, 2011. The objective of the analysis is to establish whether it is possible to update the more structural information in the EU Census with the more timely data available in the EU Labour Force Survey. The conclusion is that the current situation is not favourable to combining the two data sources as although data comparability is rather good at an aggregated level, this is much less the case when different breakdowns are analysed. Therefore, it is recommended that best practices on capturing, in a sample, the foreign-born population are shared among Member States so that the foreign-born population can be analysed by its multiple facets.

  The sustainability of public finances in the EU can be better safeguarded if its analysis banks on reliable and comparable information on possible challenges to fiscal sustainability, including the expected strains caused by the demographic changes ahead. For this reason, the ECOFIN Council gave a mandate to the Economic Policy Committee (EPC) to produce a new set of long-term budgetary projections by 2018, on the basis of new population projections to be provided by Eurostat. The EPC and the Commission services (Directorate-General for Economic and Financial Affairs - DG ECFIN) agreed on a work programme with broad arrangements to organise the budgetary projections and reach an agreement on its assumptions and methodologies to discharge this mandate (see the overview of the projection exercise for details). This report provides a description of the underlying macroeconomic assumptions and methodologies of the age-related expenditure projections for all Member States. On the basis of these assumptions and methodologies, age-related expenditures covering pensions, health care, long-term care, education and also unemployment benefits (for the sake of completeness) will be calculated and presented in the sixth Ageing Report to the ECOFIN Council in spring 2018. The long-term projections show where (in which countries), when, and to what extent ageing pressures will accelerate as the baby-boom generation retires and as the EU population continues to extend its life span in the future. Hence, the projections are helpful in highlighting the immediate and future policy challenges for governments posed by demographic trends. The report provides a very rich set of information at the individual country level, compiled in a comparable manner. Comparable and reliable underlying projections are crucial since they cover a long time-span (until 2070). The projections feed into a variety of policy debates and processes at EU level, including the overarching Europe 2020 strategy for smart, sustainable and inclusive growth. In particular, they are used in the context of the European Semester so as to identify policy challenges, including in setting the mediumterm budgetary objectives (MTOs), in the annual assessment of the sustainability of public finances carried out as part of the Stability and Growth Pact, and additionally in the analysis on the impact of ageing populations on the labour market and potential economic growth.

  This is the third report in a series of annual reports which provide an analysis of shortage and, since 2016, surplus occupations as identified by the European PES. Each report has a somewhat different focus. The focus of this report is to ultimately draw on the findings in the whole series and create a model which can accurately and comprehensively identify imbalances and cross-border matching possibilities in a manner which is of practical use to EURES and the national VET authorities in the EEA countries. Facilitating the matching of skills and jobs across borders in the EU contributes to the better functioning of labour markets in the EU, as pursued by the EURES network. Supporting the identification of skills shortages and the better matching of skills of job-seekers with the needs of employers is also among the objectives of the European Network of Public Employment Services (PES Network).
