(c)   the reference amounts required for the crossing of their external borders fixed annually by the national authorities;

According to the provisions of art. 6 al.1 lit.c of Aliens Act no. 194/2002, entering Romania is allowed for aliens having the proof of necessary means for personal expenses as well as for returning in the origin country or for transit towards another state which surely allow their entrance.

As far as the reference amounts required for the crossing of the external borders, obtaining a visa entry into Romania is possible by showing the proof of necessary means for personal expenses in an amount of 100 EUR/day, equivalent in convertible foreign currency, for the entire period.

The citizens of EU and EEA MS are allowed to enter Romanian without accomplishing the conditions foreseen above.
