Operative part of the judgment

The Court:

1.

Dismisses the actions.

2.

Orders the applicants to pay two thirds of the costs of the main proceedings and the whole of the costs of the interlocutory proceedings.

3.

Orders the Commission to pay one third of the costs of the main proceedings.
