COUNCIL IMPLEMENTING REGULATION (EU) 2026/2191

of 28 September 2026

implementing Regulation (EC) No 1183/2005 concerning restrictive measures in view of the situation in the Democratic Republic of the Congo

THE COUNCIL OF THE EUROPEAN UNION,

Having regard to the Treaty on the Functioning of the European Union,

Having regard to Council Regulation (EC) No 1183/2005 of 18 July 2005 concerning restrictive measures in view of the situation in the Democratic Republic of the Congo (1), and in particular Article 9(1) and (2) thereof,

Having regard to the proposal from the High Representative of the Union for Foreign Affairs and Security Policy,

Whereas:

On 18 July 2005, the Council adopted Regulation (EC) No 1183/2005.

(2)

On 14 July 2026, the United Nations Security Council (UNSC) Committee established pursuant to UNSC Resolution 1533 (2004) added six persons and two entities to the list of persons and entities subject to restrictive measures. Four of those persons and one of those entities are already listed in Annex Ia to Regulation (EC) No 1183/2005. They should therefore be removed from Annex Ia and included in Annex I to that Regulation.

Regulation (EC) No 1183/2005 should therefore be amended accordingly,

HAS ADOPTED THIS REGULATION:

Article 1

Regulation (EC) No 1183/2005 is amended as follows:

(1)

Annex I is amended in accordance with Annex I to this Regulation;

(2)

Annex Ia is amended in accordance with Annex II to this Regulation.

Article 2

This Regulation shall enter into force on the day following that of its publication in the Official Journal of the European Union.

This Regulation shall be binding in its entirety and directly applicable in all Member States.

ANNEX I

Annex I to Regulation (EC) No 1183/2005 is amended as follows:
