1. Resumption of the session
The session suspended on Thursday 25 October 2018 was resumed.
2. Opening of the sitting
The sitting opened at 17.07.
3. Statements by the President
The President made a statement concerning his participation, on behalf of Parliament, in the celebrations organised in Paris to mark the centenary of the signing of the Armistice which brought the First World War to an end and paid tribute to the 17 million who had lost their lives. He stressed the importance of the European project in standing up for the ideals of peace, freedom and prosperity and highlighted the impact that the end of the first global conflict had had on the existence of a number of European countries.
The President expressed Parliament's condolences to the families of the victims of the tragic floods which had recently hit parts of Italy; stressed that the EU could provide assistance from the Solidarity Fund and that Parliament was striving to make funds available as soon as possible; and expressed his concern at the proliferation of adverse weather events as a result of climate change across the planet. He noted that the COP24 meeting would be held in December in Katowice, Poland, and that this would be an opportunity to place Europe's leadership in the vanguard of the fight against global warming.
The President welcomed the acquittal, by the Supreme Court in Pakistan, and the freeing of Asia Bibi, who had been sentenced to death in 2010 for blasphemy, and confirmed that he was in contact with Ján Figeľ, Special Representative for the Promotion of Freedom of Religion or Belief outside the EU, and the Pakistani authorities in support of the attempts to safeguard the freedom and safety of Asia Bibi and her family.
4. Approval of the minutes of the previous sitting
The minutes of the previous sitting were approved.
5. Composition of Parliament
Artis Pabriks had been elected as a member of the Latvian National Parliament and Sander Loones had been appointed Minister of Defence and the Civil Service in the Belgian Government with effect from 6 and 12 November 2018, respectively.
Parliament noted that, pursuant to Article 7(1) and (2) of the Act concerning the election of the members of the European Parliament by direct universal suffrage, these functions were incompatible with that of Member of the European Parliament and, pursuant to Rules 3(2) and 4(1) and (4) of its Rules of Procedure, established that their seats were vacant with effect from 6 and 12 November 2018, respectively.
6. Request for waiver of immunity
The French authorities had forwarded a request to waive the immunity of Dominique Bilde in relation to a judicial investigation being conducted at the court of first instance of Paris.
Pursuant to Rule 9(1), the request had been referred to the committee responsible, the JURI Committee.
7. Composition of political groups
Emmanuel Maurel was no longer a member of the S&D Group and had been sitting with the Non-attached Members with effect from 26 October 2018.
Emmanuel Maurel had then joined the GUE/NGL Group with effect from 6 November 2018.
8. Composition of committees and delegations

The debate would be wound up with the tabling of motions for resolutions, which would be put to the vote on Thursday.
