2. Statements by the President
Tribute
On behalf of Parliament, the President paid tribute to the memory of Lord Bethell, former Member of the European Parliament, who had died on 08.09.2007.
Afghanistan
The President announced that two Spanish soldiers from the International Security Assistance Force (ISAF) had been killed and others seriously injured by an explosion in Afghanistan.

Parliament observed a minute's silence in memory of Lord Bethell and of the victims of terrorism.
Burma
The President referred to the demonstrations in Burma against the military junta, expressed the wish that Ms Aung San Suu Kyi, winner of the Sakharov Prize in 1990, might finally be able to accept Parliament's invitation and urged the Burmese authorities to free political prisoners without delay.
3. Approval of Minutes of previous sitting
The Minutes of the previous sitting were approved.

The following spoke: Philip Claeys, on behalf of the ITS Group, who stated that his group would not participate in the election of the next winner of the Sakharov Prize because the candidate proposed by the ITS Group had, he said, been forced to withdraw his candidacy following pressure placed upon him. (The President invited him to make his protest via other channels.)
4. Membership of Parliament
Pursuant to Rule 4(3), first subparagraph, of the Rules of Procedure, Rosa Díez González had given notice of her resignation as a Member of the European Parliament with effect from 29.08.2007.
Parliament established that there was a vacancy under Rule 4(3), third subparagraph, and informed the Member State concerned.

Konstantinos Hatzidakis had been appointed a member of the Greek Government with effect from 19.09.2007.
As this office was incompatible with that of a Member of the European Parliament under Article 7(1) of the Act concerning the election of representatives of the European Parliament by direct universal suffrage, Parliament established that there was a vacancy under Rule 3(2), second subparagraph, and informed the Member State concerned.
5. Signature of acts adopted under codecision
The President announced that, on Tuesday, together with the President of the Council and in accordance with Rule 68 of the Rules of Procedure, he would sign the following acts, which had been adopted by codecision:

The committee responsible had forwarded the following corrigendum to a text adopted jointly by Parliament and the Council:
‘Corrigendum to Directive 2005/36/EC of the European Parliament and of the Council of 7 September 2005 on the recognition of professional qualifications’ — Document 13781/04 COR1.
Pursuant to Rule 204a of the Rules of Procedure, this corrigendum would be deemed approved unless, not later than 48 hours after its announcement, a request was made by a political group or at least 40 Members that it be put to the vote.

The Committee on Budgets had considered the Commission's proposal for transfer of appropriations DEC 29/2007 (C6-0225/2007 — SEC(2007)0687).
Having noted the Council's opinion, it had authorised the transfer in full under Article 24(3) of the Financial Regulation of 25.06.2002, as amended on 13.12.2006.

The President informed the House that the ALDE Group had requested that the vote on motions for resolutions be held during the next part-session in Brussels.

Reason for request:
The agricultural use of set aside land would allow European farmers to produce extra crops that would contribute to reducing market tensions.
The Commission proposal to reduce the set-aside rate for 2008 to 0 % should be adopted as soon as possible to allow European farmers to take this into account for their sowings of autumn 2007.
Parliament would take a decision on the request for urgent procedure at the beginning of the following day's sitting.
