The Court:

1.

Annuls the Commission’s decision of 14 October 2011 (ENTR/R1/HHO/lsa — entre.r.l(2011)1183091) in so far as it limits the amount of interest to be paid to IPK International — World Tourism Marketing Consultants GmbH to EUR 158 618,27;

2.

Orders the European Commission to pay the costs.
