1)

To what extent may the expression ‘by whomsoever organised’ used in Article 2(3) of Regulation No 1073/2009 (1) be interpreted as meaning that a regular transport service can be organised by an economic operator for the purpose of carrying its own employees to and from work?

2)

To what extent may the expression ‘carriage of passengers on regular services where the route covered does not exceed 50 kilometres’, used in Article 3(a) of Regulation No 561/2006 (2) be interpreted as meaning that it applies to workers in connection with their travel to and from the workplace?
