The Tribunal:

Annuls the decision of the European Commission of 10 July 2008 refusing Ms Tzvetanova the benefit of the expatriation allowance provided for in Article 4 of Annex VII to the Staff Regulations;

2.

Orders the Commission to pay the costs.
