Community action programme to support bodies working in the field of active European citizenship

1.   GENERAL OBJECTIVE — THEMATIC AREAS

1.1   General objective

Decision 2004/100/EC establishes ‘a Community action Programme to support bodies working in the field of active European citizenship and to promote actions in this field’ (Article 1).

The general objective of the Programme is ‘to support work in the field of active European citizenship by promoting the actions and operation of bodies working in this field. This support takes the form of an operating grant to co-finance expenditure associated with the permanent programme of a body which pursues an aim of general European interest in the field of active European citizenship or an objective forming part of the European Union's activities in this area’ (Annex of the Decision, paragraph 1).

1.2.   Specific objectives

In this context, an annual operating grant may be awarded to support the conduct of the permanent work programme of such a body.

The annual work programme should cover among others at least three of the following specific objectives:

(a)

to reinforce and foster exchanges, mobility and cooperation at a trans national or trans regional/cross-border European level, involving partners from at least five Member States;

(b)

to promote and extend the capacity of building networking, platforms of bodies active in one of the categories mentioned below;

(c)

to promote and reinforce the added European value of the activities of the bodies involved;

(d)

to contribute to increase the quality of dissemination of information related to one of the categories mentioned below;

(e)

to encourage the quality and efficiency of initiatives in the promotion of active and participatory citizenship;

(f)

to reinforce innovation and continuity of actions in the promotion of active and participatory citizenship;

(g)

to reinforce a measurable multiplier effect, the dissemination of results of the actions (number of publications, information set up on new technologies).

2.   ELIGIBLE APPLICANTS

Applications which comply with the following eligibility criteria will be subject to further assessment.

2.1.   Eligible organisations

To be eligible for an operating grant, an organisation must satisfy the following requirements:

it must be a public or a private organisation, with a legal status and legal personality (Consequently, natural persons — i.e. individuals — may not submit applications) (1);

it shall be a non-profit-making and independent organisation in the field of active European citizenship or one perusing an objective forming part of the European Union's policy in this area., as defined under point 2.2 of the present call;

it shall be so structured as to accommodate actions having a potential impact throughout the European Union.

2.2.   Eligible countries

Applications from legal entities established in one of the following countries are eligible:

the 25 Member States of the European Union: Austria, Belgium, Cyprus, the Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Poland, Portugal, the Slovak Republic, Slovenia, Spain, Sweden, United Kingdom;

the EFTA/EEA countries, in accordance with the conditions laid down in the EEA Agreement;

Romania and Bulgaria, the conditions for participation for which to be laid down in accordance with the Europe Agreements, their additional protocols and the decisions of the respective Association Councils;

Turkey, the conditions for participation to be laid down in accordance with the Framework Agreement between the European Community and the Republic of Turkey on the general principles for the participation of the Republic of Turkey in Community programmes (2).

Organisations established in countries other than the countries listed above are not eligible.

3.   BUDGET AND DURATION OF PROJECTS

The total available budget for 2006 is EUR 3 360 000.

The operating grant shall not fund all the body's eligible expenditure in the calendar year for which it is awarded. At least 20 per cent of the budgets of the bodies must be co-financed from non-Community sources.

The period of eligibility must correspond to the period of beneficiary's budgetary year.

If the beneficiary's budgetary year corresponds to the calendar year, the period of eligibility will be from 1 January 2006 to 31 December 2006.

Specific situation:

For bodies with a budgetary year that differs from the calendar year, the applications must be submitted one month before the start of their budgetary year in 2006. For these beneficiaries, the period of eligibility will be the 12-months' period from the starting date of their budgetary year in 2006.

4.   DEADLINE FOR APPLICATIONS

Application must be sent at the latest on 30 December 2005.
