Background to negotiations on a Trade in Services Agreement (TiSA) : in-depth analysis - Study
Breaking the deadlock on reaching a global agreement to remove barriers to international trade is at the heart of the negotiations on a 'Trade in Services Agreement' (TiSA). The EU and its Member States, together with two dozen other major WTO members are currently negotiating towards such a new accord. Although services account for around 70% of GDP in the EU and other developed economies, their share in trade is nowhere near as high. A number of reasons are put forward for this situation, including lower tradability of (some) services, statistical under-reporting of services for overall... trade, and barriers to trade in services. In view of the negotiations on TiSA, this paper presents background on the situation of services trade for the EU.
