Annex A5 List of countries, territories and currencies

‘Country code’ column: ISO 3166 alpha-2, except for Greece and the United Kingdom (use EL and UK respectively instead of GR and GB). See also points 7.1.1 (Designations and abbreviations to use), 7.1.2 (Country listing order) and Annex A6 (Order of country codes).

‘Currency’ column: CFA franc (BCEAO) = franc de la Communauté financière africaine (African Financial Community franc) issued by the Banque centrale des États de l’Afrique de l’Ouest; CFA franc (BEAC) = franc de la Coopération financière en Afrique centrale (Financial Cooperation in Central Africa franc) issued by the Banque des États de l’Afrique centrale.

‘ISO code’ column: ISO 4217, as recommended by Secretariat-General (SEC(96) 1820).

‘Currency subunit’ column: the sub-unit of the euro is the cent. However, according to recital 2 of Council Regulation (EC) No 974/98 of 3 May 1998, ‘the definition of the name “cent” does not prevent the use of variants of this term in common usage in the Member States’. The preferred form in Community texts is ‘cent’ (obligatory in all legal texts).

Åland Islands: these islands enjoy autonomous status under Finnish sovereignty. The special relationship between the European Union and the Åland Islands is set out in a protocol appended to the Treaty of Accession. (Moreover, this protocol confirms the special status of the Åland Islands under international law.)

American Samoa: territory of the USA.

Anguilla: British overseas territory.

Aruba: autonomous State of the Kingdom of the Netherlands.

Benin: Cotonou is the seat of government.

Bermuda: British overseas territory.

Bolivia: Sucre is the constitutional capital; La Paz is the seat of government.

Bouvet Island: uninhabited territory of Norway.

British Indian Ocean Territory: British overseas territory.

British Virgin Islands: British overseas territory.

Cayman Islands: British overseas territory.

Christmas Island: territory of Australia (do not confuse with Christmas Island, or Kiritimati, part of the Republic of Kiribati).

Clipperton: public land belonging to France.

Clipperton: the code CP is not part of ISO 3166-1 as such, but is a code reserved by the ISO.

Cocos (Keeling) Islands: territory of Australia.

Cook Islands: self-governing in free-association with New Zealand.

Côte d’Ivoire: Yamoussoukro is the offical capital; Abidjan is the administrative centre.

Democratic Republic of the Congo: use ‘Congo (Kinshasa)’ if necessary for clarity (no article).

Faeroe Islands: self-governing territory of Denmark.

Falkland Islands: British overseas territory.

the former Yugoslav Republic of Macedonia: do not use the short form FYROM, nor ‘Republic of Macedonia’.

the former Yugoslav Republic of Macedonia: the definitive nomenclature for this country will be agreed following current negotiations at UN level.

the former Yugoslav Republic of Macedonia: to be defined.

French Guiana: French overseas department and region (DOM-ROM = département et région d’outre-mer).

French Polynesia: French overseas collectivity (COM = collectivité d’outre-mer); also has the special denomination ‘Overseas Country of French Polynesia’.

French Southern and Antarctic Lands: territory of France which, together with part of the Antarctic claimed by France (whose sovereignty is not recognised internationally), makes up the French Southern and Antarctic Lands (TAAF) administered from Saint-Pierre de la Réunion; no indigenous population.

Gibraltar: British overseas territory.

Greenland: self-governing territory of Denmark.

Guadeloupe: French overseas department and region (DOM-ROM = département et région d’outre-mer).

Guam: territory of the USA.

Guernsey: British Crown dependency. Not part of the United Kingdom, but depends on it in matters concerning external relations. Not part of the European Union, but is associated with it through Protocol 3 to the United Kingdom’s Act of Accession.

Guernsey: Variant of the pound sterling, without an ISO code of its own. If a separate code is required, GGP is generally used.

Heard Island and McDonald Islands: territory of Australia.

the Holy See (Vatican City State): the Holy See and the Vatican City State are separate subjects of international law (for more information, see the following website: http://www.vatican.va/news_services/press/documentazione/documents/corpo-diplomatico_index_en.html). It is the Holy See, and not the Vatican City State, which is accredited to the European Union et al.

Hong Kong: pursuant to the agreement signed by China and the UK on 19 December 1984, Hong Kong became the Hong Kong Special Administrative Region (SAR) of China on 1 July 1997.

Isle of Man: British Crown dependency. Not part of the United Kingdom, but depends on it in matters concerning external relations. Not part of the European Union, but is associated with it through Protocol 3 to the United Kingdom’s Act of Accession.

Isle of Man: Variant of the pound sterling, without an ISO code of its own. If a separate code is required, IMP is generally used.

Israel: The government, the Knesset and the Supreme Court have their headquarters in Jerusalem. The Member States of the European Union have their embassies in Tel Aviv.

Jersey: British Crown dependency. Not part of the United Kingdom, but depends on it in matters concerning external relations. Not part of the European Union, but is associated with it through Protocol 3 to the United Kingdom’s Act of Accession.

Jersey: Variant of the pound sterling, without an ISO code of its own. If a separate code is required, JEP is generally used.

Macau: Macau returned to Chinese administration on 20 December 1999.

Martinique: French overseas department and region (DOM-ROM = département et région d’outre-mer).

Mayotte: French overseas collectivity (COM = collectivité d’outre-mer), with the special denomination ‘Departmental Collectivity of Mayotte’.

Montserrat: British overseas territory.

Montserrat: With the capital Plymouth having been devastated by volcanic eruption, government institutions are now located in Brades.

Netherlands: Amsterdam is the constitutional capital; The Hague is the seat of government.

Netherlands Antilles: State of the Kingdom of the Netherlands. In the process of being dissolved.

New Caledonia: French sui generis collectivity.

Niue: self-governing in free-association with New Zealand.

Norfolk Island: self-governing territory of Australia.

Northern Marianas: Commonwealth in political union with the USA.

Pitcairn Islands: British overseas territory.

Puerto Rico: Commonwealth associated with the USA.

Réunion: French overseas department and region (DOM-ROM = département et région d’outre-mer).

Saint Barthélemy: French overseas collectivity (COM = collectivité d’outre-mer), with the special denomination ‘Collectivity of Saint Barthélemy’.

Saint Helena: British overseas territory.

Saint Martin: French overseas collectivity (COM = collectivité d’outre-mer), with the special denomination ‘Collectivity of Saint Martin’.

Saint Pierre and Miquelon: French overseas collectivity (COM = collectivité d’outre-mer), with the special denomination ‘Territorial Collectivity of Saint Pierre and Miquelon’.

Somalia: the Somali Democratic Republic ceased to exist de facto in January 1991. This State has been divided into three political-geographical entities: Somaliland, Puntland and the TNG (Transitional National Government).

South Africa: Pretoria (Tshwane) is the administrative capital, Cape Town is the legislative capital and Bloemfontein is the judicial capital.

South Georgia and the South Sandwich Islands: British overseas territory (under the administration of the Falkland Islands).

Svalbard and Jan Mayen: territories of Norway.

Taiwan: Republic of China is the name recognised as official by the Taipei authorities; Taiwan is the name used by governments which broke off diplomatic relations with Taipei after the UN resolution of October 1971; the name Chinese Taipei is used for sporting events and membership of APEC (Asia-Pacific Economic Cooperation), and reputedly for Taiwan’s application to the WTO as the short form of Independent Customs Territory of Taiwan, Penghu, Kinmen and Matsu.

Tanzania: most institutions are still in Dar es Salaam.

Tokelau: territory of New Zealand.

Tokelau: no capital. Each of the three atolls has its own administrative centre.

Turks and Caicos Islands: British overseas territory.

United States Minor Outlying Islands: territories of the USA.

US Virgin Islands: territory of the USA.

Wallis and Futuna: French overseas collectivity (COM = collectivité d’outre-mer).

Western Sahara: territory in dispute between Morocco and the Polisario Front; no official name.
